CURRENT VACANCY IS IN INFORMATION TECHNOLOGY DEPARTMENT
Minimum Qualifications:
Bachelor's Degree in Business, information technology, information systems, computer science or a related field required; supplemented by four years of experience in communications or change management to include 2 years of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required:
Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities:
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Purpose of Classification:
The purpose of this classification is to manage and develop internal communications related to IT services, including status and service changes, organization-related news, and events.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Manages internal communications related to Fulton County IT services; develops and execute communications plans for IT related initiatives for County departments, and employees; provides guidance to IT teams regarding communications of IT services, including IT strategies, program progress, new innovative initiatives, and service quality; develops metrics to measure the usage and effectiveness of IT communications, and recommends actions to IT Management leadership for enhancement; develops and maintains strong relationship with departments and county leaders serving as a trusted source of information.
Serves as liaison to Fulton County External Affairs Department for communications platforms, templates, and content; works with IT resources and leadership to develop responses to questions, comments, and concerns. Ensures change communication deliverables and processes are in place to support the introduction of a new program and/or organizational changes and to engage impacted County employees; Ensures the planning, development, and execution of a communication plan for all IT related communications, considering the various technical aptitudes of all potential audiences; develops IT communication using creative and innovative ideas to showcase the successes of the department, highlighting the performances and minimizing any missteps. Ensure compliance with Fulton County brand standards in IT communications.
Manages a centralized location for the communication of IT news, changes, and service updates; manages a variety of technical applications, develops content and events to IT resources, departments, and citizens; Works with vendors to prepare technology platforms; provides technical support to application users as needed.
Assists in department management: makes recommendations and administers department budget; monitors expenditures for adherence to established budgetary parameters; Develops policies and standard operating procedures for office operations, such as attendance, procurement, work practices, etc.; ensures compliance with established policies and procedures.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: Receives and reviews various documentation, including staff and board activity reports; Reviews, completes, processes, forwards or retains as appropriate; Prepares or completes various forms, reports, correspondence, and other documentation, including performance reviews, committee updates and reports, compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, desktop publishing, spreadsheet, database, presentation, Internet, e-mail, or other software: and operates general office or other equipment as necessary to complete essential functions.
Communicates with County officials and department heads, supervisor, other employees, third party service contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
