Job Description
Under the general direction of the Production Operations manager, the secure file transfer administrator performs highly complex computer systems analysis work. The administrator supports software tools and services provided by HHSC data center services. This position analyzes user requirements, procedures and problems associated with automated processing or to improve existing systems; provides advanced support of enterprise-level tools installed on Windows, Unix, Linux, Solaris, and mainframe environments. The administrator assures software is current and properly patched; maintains ongoing communications with users to determine requirements of new computer applications and systems; ensures modifications to existing systems and coordinates with affected areas as needed; performs system design such as diagrams and flowcharts. The administrator works under minimal supervision with considerable latitude for the use of initiative and independent judgment; provides 24/7 support.
Essential Job Functions
- Supports enterprise software tools and services maintained by HHSC data center services; tools include CyberFusion, Globalscape, and the IRS remediation server.
- Supports enterprise secure file transfers and trading partners including the Social Security Administration, Medicare and Medicaid services, Food and Nutrition Service, Texas Medicaid Healthcare Partnership, Maximus; and state agencies.
- Supports trading partners and customers to ensure secure file transfers are completed during batch runs and analyzes requirements associated with user accounts.
- Creates user IDs and passwords, analyzes automated processing, and improves existing systems to ensure all transfers reach intended destination securely.
- Provides advanced support of enterprise-level tools installed on Windows, Unix, Linux, Solaris, and mainframe environments.
- Administers secure file transfer servers and tools 24 hours a day for state agencies, and trading partners.
- Maintains ongoing communications with users to determine requirements of new computer applications and systems.
- Ensures modifications to existing systems and coordinates with affected areas as needed.
- Performs system design such as diagrams and flowcharts for team projects.
- Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
- Supports HHSC agency development staff, software configuration management and ensures all software is current and properly patched.
Knowledge Skills Abilities
- Knowledge of the limitations and capabilities of computer systems.
- Techniques used in the design of non-automated systems, information technology equipment and applicable programming languages, including Unix, Oracle, and SQL.
- Knowledge of computer hardware and software, computer operating systems and specifications, writing program code and automated mapping; including secure file transfer tools such as Globalscape, FileZilla, WinSCP, CoreFTP, CyberFusion and Enhanced File Transfer.
- Skill in coordinating and solving problems; scheduling, testing, installing, and implementing programs;
- Skill in troubleshooting computer systems.
- Ability to analyze systems and procedures.
- Ability to write and revise standards and procedures.
- Ability to handle multiple projects, communicate effectively; and
- Ability to assign or supervise the work of others.
Registration Or Licensure Requirements
ITIL foundation certification preferred but not required
Initial Selection Criteria
- Full-time experience administrating secure file transfer servers in Windows and/or Unix platforms.
- At least 3 years of customer service experience
- Graduation from an accredited two-year or four-year college or university with course work in computer science, management information systems, or a related field is preferred (but not required). Education and experience may be substituted for one another on a year per year basis.
