The purpose of this position is to provide vision and leadership for developing and implementing the City’s information technology and data-centric initiatives. The role oversees the use of technology and data in support of City operations, with an emphasis on enterprise-level technology, to improve cost effectiveness, efficiency, service quality, and constituent support. Responsible for all aspects of enterprise City’s information technology, data, and communication systems.
Essential Job Functions:

Organizational responsibilities
- Oversees the use of information technology (IT) hardware, software, subscriptions, services, and data within the City of Carmel. This includes the development and implementation of policies, procedures, and standards related to technology, data, cybersecurity, technology procurement, and technology vendor management.
- Promotes the use of appropriate GRC (Governance, Risk and Compliance) principles in the management of City data and processes. Helps draft related policies and procedures for City administration’s approval.
- Guides technological and data innovation. Develops a technology and data-centric strategic plan to support the implementation of the City’s business objectives.
- Provides leadership for obtaining consensus, implementing, and supporting enterprise-level systems such as ERP, CRM, DMS, 311, work order and asset management, etc.
- Oversees the cybersecurity program for the City of Carmel through the creation of a strategic plan, the development of plans, policies and protocols, the prioritization and management of cybersecurity initiatives, and the coordination of City digital disaster recovery (D.R.) and continuity of operations (COOP) planning.
- Provides leadership regarding the use and management of new and evolving technologies, such as Artificial Intelligence (AI), business intelligence and analytics. Creates business cases and implementation plans for their use in City operations and public interactions.
- Works closely with decision makers in other departments to identify, recommend, review, develop, implement, and support cost-effective technology solutions for all aspects of the organization; assists other departments in development of their technical budgets and project cost estimates; and reviews IT expenditures from other City department budgets.
- Develops bid requirements for technology and data systems and services, reviews submitted bids for compliance with stated requirements, and makes the appropriate award.
- Keeps inventory of technology systems, subscriptions and services maintenance contracts used by the City.
- Attends City Council, Board of Public Works and Safety meetings, and other meetings, as necessary, to present and explain budget and project recommendations.
- Sits as a member of the Hoosier Heritage Port Authority Technical Oversite Board which manages the Hamilton County Public Safety fiber optic ring.
- Directs the City’s GIS systems and services, including the maintenance of servers, implementation and support of related technologies, and assignment of postal addresses to lots in the City.
Departmental responsibilities
- Oversees and monitors IT policies and procedures related to architecture, system documentation, security, backup, disaster recovery, and service provision.
- Develops and maintains an appropriate IT organizational structure that supports the needs of the City; manages IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
- Supervises, directs and evaluates assigned staff; provides guidance, assistance and technical and managerial expertise; coordinates daily work activities; assists with complex or problem situations.
- Coordinates department’s work activities; organizes and prioritizes workload; makes work assignments, monitors status of work in progress and inspects completed work; troubleshoots problem situations.
- Develops and administers the Technology department’s annual budget; monitors and approves departmental expenditures.

- Ability to exert moderate physical effort, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve the lifting, carrying, pushing and pulling of objects and materials weighing 11-20 pounds.
- Essential functions are regularly performed without exposure to adverse environmental conditions.
Qualifications Required to Perform Essential Job Functions:
- Bachelor's degree in information systems, computer science, engineering technology or related field.
- Eight (8) to ten (10) years of experience that includes information systems technical experience, business administration, project implementation and supervisory or management experience.
- Or any equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities for this job.
- Must possess and maintain a valid Indiana driver's license.
