Statement Of Work
The Modernized e-File (MeF) platform facilitates electronic filing of returns with the IRS, utilizing SOA-based web services for submission and web applications for IRS processing. The platform validates returns, determines dispositions, and interfaces with other IRS systems for downstream processing. IBM has been developing and enhancing MeF since 2001.
Task Description
The Lead Infrastructure Architect will lead a team of architects to evolve the MeF infrastructure architecture in alignment with the IRS future state architecture. This role involves reviewing and approving infrastructure requirements, developing and maintaining infrastructure architecture artifacts, directing the migration of MeF to containers and the Cloud, and making recommendations to increase MeF's DevSecOps maturity.
Primary Duties - Develop and Extend MeF Infrastructure Solution Architectures (35%)
- Collaborate with stakeholders to create and enhance infrastructure architectures for large, complex programs.
- Provide Recommendations and Solutions for Migration to Containers and the Cloud (35%)
- Identify and implement options for migrating MeF to modern infrastructure platforms.
- Manage a Team of Senior Infrastructure Architects (20%)
- Coordinate team activities and provide leadership to ensure project alignment and progress.
- Provide Level of Effort (LoE) Estimates (5%)
- Deliver LoE estimates for Impact Assessments and Virtual Resource Operations Models (VROMs).
- Implement DevSecOps Practices (5%)
- Recommend and guide the implementation of DevSecOps practices to enhance the platform’s security and operational efficiency.
Required Skills/Level Of Experience - Infrastructure Architecture Development: 10+ years
- Extensive experience in developing infrastructure architectures for large, complex programs in collaboration with various stakeholders.
- Customer Communication Skills: 10+ years
- Proficient in both oral and written communication with customers and partners.
- Infrastructure Requirements Management: 4+ years
- Experience in maintaining infrastructure requirements and ensuring traceability against business and application requirements for large Java EE applications.
- Application Cloud Migration: 4+ years
- Proven experience in migrating applications to cloud platforms.
- Monolithic to Microservices Migration: 4+ years
- Experience in supporting the migration of monolithic applications to microservices.
- Linux Platform Expertise: 4+ years
- Proficiency with the Linux operating system.
- Server and Network Virtualization: 4+ years
- Skilled in virtualization technologies.
- Information Security: 4+ years
- Experience in securing large, sensitive Java applications.
- Configuration Management Tools: 4+ years
- Familiarity with tools such as IBM Engineering Workflow Management (EWM) and Git SCM.
- ROM Estimation: 3+ years
- Experience in developing Rough Order of Magnitude (ROM) estimates.
- Infrastructure Products: 3+ years
- Knowledge of products like JBoss EAP, WebSphere Application Server, and IBM MQ.
- DevSecOps Implementation: 2+ years
- Experience in implementing DevSecOps on complex projects.
- Team Leadership: 5+ years
- Proven ability to lead teams of architects and developers.
Preferred Skills
- Experience with relational database technologies.
- Familiarity with CMMI Level 3 Process Areas.
- Understanding of Agile Lean methodologies.
- Experience with Infrastructure as Code (IaC) tools such as Puppet, Chef, and Ansible.
- Experience with WebMethods EAIB, API Gateways, and ESB.
- Knowledge of Ping Identity solutions.
