Duties As a Management and Program Analyst, GS-0343-12/13, your typical work assignments may include the following:
- Evaluating programs, advising management and performing analytical work utilizing methods and techniques to analyze projects, such as applications from entities seeking SAFETY Act designation.
- Planning and conducting a variety of authoritative, comprehensive, complex and sensitive projects and studies that encompass the analysis and evaluation of the distribution of work among positions and organizations and the appropriate staffing levels and skills mix; the potential benefits/uses of automation to improve the efficiency of administrative and program operations; the organization, methods, and procedures for providing state-of-the-art administrative support systems such as communications, directives, and documentation; business and management practices for application to agency programs or operations; administrative program policies, regulations, goals and objectives; management evaluation plans, procedures, and methodology; and/or employee/organizational efficiency and productivity including staffing, work methods, and administrative control systems such as those designed to prevent waste, fraud, loss, unauthorized use, or misappropriation of assets.
- Planning and performing extensive management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
- Reviewing, advising on, and conducting complex analyses, evaluations, or investigations in support of organizational programs, systems, and processes, including areas where definitions, methods, and/or data are incomplete, controversial, or uncertain, or where boundaries of the studies are extremely broad and difficult to determine in advance.
- Serving as an expert analyst in the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
- Delivering complex information (e.g., preparing presentations, briefs, etc.) in written and oral form to leadership, management and other internal or external stakeholders that required analytical, strong communication skills and technical acumen.
- Consulting with management to prepare detailed plans, goals, objectives, requirements, and criteria for complex or high-value management processes and systems, such as developing staffing standards for new or substantially altered program functions. Qualifications Specialized Experience for the GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Planning and/or conducting studies to analyze administrative processes (i.e. distribution of work, effect of automation; organizational efficiency, etc.); 2) Developing new methods and techniques to address administrative problems for which guidelines and precedents are not applicable; 3) Assessing short and long range plans to recommend opportunities to improve program efficiency and effectiveness; 4) Directing the capture, reporting, and analysis of statistical data related to operations. Substitution of education in lieu of specialized experience may not be used for this grade level. Specialized Experience for the GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Conducting surveys to determine compliance with agency regulations/procedures; 2) Preparing and/or presenting findings and recommendations to resolve management issues; 3) Analyzing programmatic data to identify areas to improve effectiveness and efficiency of operations.
