Duties
The Bureau for Inclusive Growth, Partnerships and Innovation (IPI) integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID's Missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.
The Innovation, Technology and Research (ITR) Hub within IPI leads USAID's work in expanding the identification, experimentation, exploration, and integration of innovation technologies, processes, and practices, that amplify the success of USAID's programming.
The incumbent serves as the Chief Artificial Intelligence (AI) Officer (CAIO), as part of the Innovation, Technology and Research Hub in the Bureau of Inclusive Growth, Partnerships and Innovation.
The Chief Artificial Intelligence Officer (CAIO) is directed by the Executive Order 14110 on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence. The CAIO serves as a principal advisor to the United States Agency for International Development (USAID) and is responsible for influencing the use of Artificial Intelligence (AI) within USAID. The incumbent will confront a range of issues specific to USAID's mission as a development and humanitarian agency, as well as an agency responsible for advancing U.S. national security. The position is charged with- in coordination with other relevant officials and appropriate stakeholders - coordinating the Agency's use and promotion of responsible AI; understanding the state of AI innovation globally, and the management of risks from the use of AI in Agency policies, programs, operations and practices. The incumbent will build relationships with appropriate stakeholders within and outside of USAID, and inform the Agency's development and humanitarian assistance.

Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of experience for each of the TQs listed below. This evidence must include clear and concise examples that emphasize the applicant's level or responsibilities, scope, and complexity of assignments, program accomplishments, policy initiatives, and level of contacts. Applicants who fail to provide this narrative statement, or any other required document, will be eliminated from consideration. Qualifications and experience determination will be based only on the information you submit.

Additionally, applicants must possess the essential skills, knowledge, and abilities listed in the Technical Qualifications below.
To qualify, candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have the required experience at a senior level (normally equivalent to the GS-15 level in the federal government or equivalent) in the following job-specific Technical Qualifications. To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications (TQs), and other qualifications, if applicable, listed below.
Technical Qualifications - Mandatory
You will be evaluated on the following Technical Qualifications:
TQ1 - Experience in leading and administratively overseeing AI, data science, applied machine learning, deep learning, large language models, generative AI, AI ethics, and interdisciplinary programs or initiatives with a focus on international development, humanitarian assistance, AI's impacts on digital ecosystems. Experience overseeing business processes, such as staffing, skilling, procurements, multi-year budgets and resources allocations that advanced Global AI initiatives, broad policy agendas and achieve objectives. Served as an organizational representative on a national and international level.
TQ2 - Senior leader level experience with industry standards relevant to AI, such as data governance, cloud platforms, cybersecurity and privacy paradigms, and ongoing evolution of the sociotechnical dimensions of AI. Knowledge of structured query language (SQL) and/or similar database management systems. Knowledge of global AI governance efforts, including at the local, national, and international levels. Understanding of AI-related organizational budget implications. Experience with AI programs across development and humanitarian assistance serving developing countries preferred.
TQ3 - Experience in leading change management (principles, processes, behaviors, and skills) for AI across operating units and engaging with diverse stakeholders, both internal and external, including the ability to guide, facilitate, resolve, act, and communicate solutions.
