Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.
This position serves as an Information Assurance Specialist. Duties may include but are not limited to the following:
- Serves as a leading technical authority for IT security by ensuring new and modified IT systems adhere to required IT security requirements.
- Participates in network and systems design to ensure incorporation and implementation of appropriate systems security controls and policies.
- Investigates breaches and improper use of IT systems.
- Assists with IT security policy development to modify/enhance the operation of IT systems.

Qualifications
Applicants must demonstrate proof of meeting the minimum qualification requirements, that is, both the Experience and Specialized Experience listed below.
Experience
IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing requirements that impact the work and outcomes of a work unit
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth technical customer support such resolving non-routine problems, questions, or complaints; following-up on customer inquiries and requests for assistance to resolve problems about products or services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally presenting technical information in an effective, professional, and understandable manner in formal settings; engaging in discussions and sharing of information with co-workers or team members.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve difficult problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve issues that impact the work and outcomes of a work unit.
AND
Specialized Experience
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-11, in the Federal service. Specialized experience is defined as all of the following:
- Demonstrated experience ensuring IT systems comply with security standards and regulations. Examples of experience indicators at this level may include utilizing BigFix, Tenable, or MS Defender to create reports against security baselines; or, applying cybersecurity baselines based upon frameworks/guides (e.g. NIST, STIG).
- Demonstrated experience assisting with cyber incident response investigations. An example of an experience indicator at this level may include utilizing MS Defender, AWS Guard Duty, or Splunk to identify/investigate suspicious behavior and recommending remediation efforts if deemed to be malicious.
- Demonstrated experience assisting with the analysis of cyber threats and vulnerabilities and recommending corrective action. Examples of experience indicators at this level may include utilizing SIEM, Tenable, BigFix, or other cyber tools to identify and mitigate vulnerabilities; utilizing SIEM, Tenable, BigFix, or other cyber tools to make recommendations for patching; or, utilizing forensic tools for malware and log analysis, identification of indicators of compromise, or detection of data exfiltration.
Education
Education may not be substituted for experience at this grade level.
Additional information
This position is inside the bargaining unit. The duty location is within the Washington, D.C. metropolitan area, therefore, the position is included in the Local 12, AFGE bargaining unit.
