Responsible for the leadership and direction of the Transmission System Planning Organization which includes Transmission Planning, Competitive Transmission Planning; and Clean Energy and Grid Enhancing Technology Planning. Responsible for ensuring that the regulated Transmission Planning team is organized to comply with FERC Orders 2023, 1920, 2222, 881 – ensuring that long-term transmission planning studies are conducted in the twenty year planning horizon and capacity, losses, clean energy enablement benefit streams assessed in addition to traditional reliability benefits, ensuring generation cluster study driven transmission upgrades are proactively identified and planned to ensure co-optimization with the Company’s longer team transmission plans and associated strategy, ensuring transmission upgrades resulting from aggregation of DERs is planning in a methodological way to enable future participation in wholesale markets, ensuring transmission solutions are developed for transmission paths constrained by ambient adjusted ratings and solutions such as Dynamic Line Ratings are assessed among other traditional transmission solutions. Responsible for ensuring the Competitive Transmission Planning team is organized to comply with FERC Orders 1000 and 1920 – ensuring that any prospective competitive transmission projects are proactively identified and planned. Responsible for ensuring that future clean energy hubs are proactively identified, and FERC mandated Grid Enhancing Technologies are planned and deployed where applicable to ensure overall cost effectiveness of the transmission portfolio. Candidate is responsible for closely collaborating with the Transmission team to prioritize implementation and further development of transmission solutions – securing necessary budget authorizations to ensure in-service dates are aligned with need dates. Responsible for closely collaborating within Engineering and Project Management teams to finalize engineering designs and corresponding cost estimates. Establish short-term and long-range objectives, strategic plans, key performance indicators, and policies to support the business. Ensure operational and financial goals are met with strong safety performance, customer focus and in compliance with internal and external requirements. Ensure that the team is organized, and skillsets continued to be developed to ensure the Company remains positioned to succeed in the increasingly complex technical, regulatory and policy environment.
Essential Functions:
- Leads the establishment, development and implementation of System Planning criteria, planning procedures and system expansion across CT, MA, and NH.
- Establishes consistency across ES system planning, expansions, and policies.
- Advises and guides ES in addressing transmission impact of DER growth and associated regulatory scrutiny through the development of system impact studies to support future distribution planning.
- Responsible for coordinating with the modelling team that builds and maintains power-flow and stability models for the Transmission and Distribution (T&D) systems to ensure common processes, modelling standards and platforms as lines between T&D converge due to DER growth.
- Oversees the development and implementation of long-term system plans to address ES’s and the region’s bulk power system needs.
- Responsible for ensuring all system planning efforts have a strong focus on operational needs and are well coordinated with Operations and Engineering.
- Leads in the development of a skilled and engaged workforce focused on superior safe and compliant execution, while ensuring that results exceed the expectations of customers, regulators and investors.
- Develops the annual plans and budgets for the System Planning organization including staffing levels, work sourcing strategies and system planning deliverables.
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skill: - Thorough knowledge of the operations and planning of the transmission and distribution systems, including models used to asses thermal, voltage, and dynamic performance of the transmission system
- Understanding of NERC, NPCC, and ISO-NE operating and planning procedures
- High level skills in leadership of managerial and professional employees
- Excellent written and oral communication skills
- Ability to communicate and work effectively with personnel at various levels within ISO-NE, other transmission owners, NEPOOL members, and generation owners.
- Demonstrated high standard of professional technical competence;
- Proven management practices;
- Utility regulatory environment experience;
- Demonstrated expertise in relationship/team building and key stakeholder relationship building;
- Demonstrated ability to influence and lead others;
- Demonstrated knowledge of power systems planning and operations, emerging power markets, regulatory interfaces with federal and state authorities;
- Demonstrated experience representing/negotiating business interests to an external, regional or industry organization;
Education:
- Baccalaureate degree in electrical engineering required. A Master’s Degree is strongly preferred.
Experiences:
- Fifteen (15) plus years of experience in the technical, operations, or engineering aspects of the electric utility industry with a strong background in power systems, including several years of managerial/supervisory experience required.
Licenses & Certifications: Working Conditions:
- Must be available to work emergency restoration assignment as required.
- Must be available to travel between MA/CT/NH as necessary.
