Job Summary
In support of the Chief Technology Officer (CTO), the Deputy Chief Technology Officer provides
leadership and guidance in critical areas of technology administration, including budgeting,
resource development and allocation, policy formation, technology evaluation, and service
development, delivery, and deployment. Aid the CTO in shaping/executing long-range technology
strategy and the enterprise-wide technology infrastructure including managing business operations
to improve cost effectiveness, service quality, and IT operational effectiveness. Analyzes
technology trends and advancement in areas of specialization and plans for the long-term direction
of the IT organization. Acts on behalf of the CTO as assigned by the CTO or in the absence of the
CTO as the principal IT officer on executive decisions and executive level committees.
Essential Functions
- Provides strategic leadership and guidance at the executive level in critical areas of
technology administration. This includes participation as necessary in work with the NASPO
executive team on NASPO business objectives and incorporating these into technology strategies.
- Serves on behalf of the CTO as the principal IT Officer, in the CTO's absence or as
requested.
- Assist the Chief Technology Officer in developing and managing the technology budget.
- Oversees assigned initiatives and projects, fostering strategic partnerships in carrying out
enterprise-wide computing services.
- Assists the Chief Technology Officer in leading overall information technology strategic
planning and execution to achieve business goals by prioritizing information technology initiatives
and coordinating the evaluation, deployment, and management of current and future technology
projects.
- Assists the Chief Technology Officer in governance oversight, project and staff management,
and service delivery management for all areas of NASPO, Shared-Services organizations and NASPO
Members.
- Provides leadership for planning, developing, and implementing IT initiatives.
- Leads the development and implementation of best practices and standards in process, design,
architecture, and operations of all aspects of service-oriented IT delivery.
- Directs programs to monitor, evaluate and improve customer service delivery.
- Performs miscellaneous job-related duties as assigned.

development of existing and/or proposed systems.
- Knowledge of current trends and developments in information technology.

range of constituencies in a diverse community.

Supervisory Responsibilities
- Oversees projects and assignments within the Information Technology (IT) department.
- Supports CTO in leading efficient operation of the team including interviewing, hiring, and
training employees; planning, assigning, and directing work; appraising performance; rewarding and
disciplining employees; addressing complaints and resolving problems.
Travel
- Approximate travel time: 10-12 trips per year
Education And Experience
- Bachelor’s degree in Business Administration, Computer Science, Information Technology, or
equivalent experience.
- At least 5 years of experience in administration of information systems and technology, with
increasing level of responsibility throughout.
Physical Requirements
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
