IT Manager
Washington, D.C. – Hybrid
The Service Employees International Union (SEIU) Benefit Funds (“Funds”) located in Washington, D.C., are currently seeking a full-time Information Technology Manager (“IT Manager”), reporting directly to the Executive Director.
The IT Manager will identify, evaluate, recommend, develop, implement, and support cost-effective technology solutions for all aspects of SEIU Benefit Funds. The IT Manager is responsible for developing the IT strategic plan, budget, policies, and practices. The IT Manager will provide leadership and direction for developing and maintaining SEIU Benefit Funds’ overall technology infrastructure and architecture in accordance with SEIU Benefit Funds’ broader strategic plans. The successful candidate will participate in the strategic business planning process and implement SEIU Benefit Funds’ short- and long-term goals and objectives and will provide leadership to SEIU Benefit Funds’ executive team in organizational change management efforts, including providing suggested strategy, tools, and techniques for consideration in effectively introducing IT-related change to SEIU Benefit Funds’ staff.
In addition, the IT Manager will oversee the development, implementation, testing, and ongoing maintenance of SEIU Benefit Funds’ systems and enterprise applications and participate in the ongoing evaluation of overall operational effectiveness as part of an organization-wide benchmarking and key performance metrics program.
This position currently offers the option of a hybrid work arrangement, with the opportunity to work remotely up to three (3) days a week; however, this is subject to change depending on the Funds’ needs. The Funds offer a salary range of $130,000 – $145,000 (based on experience) plus significant employer-funded employee benefits including DB pension and health plan with no employee contributions.
The SEIU Benefit Funds administer retirement and health benefits for approximately 50,000 active members of the Service Employees International Union, its affiliates and staff, as well as eligible dependents and beneficiaries. Additional Responsibilities
Manage systems-related activities: Coordinate system activities; ensure system performance, availability, integrity, and quality; audit systems and evaluate data integrity on a periodic basis; work with system users and vendor(s) to define requirements and specifications required to support business activities and compliance; and participate in the process of selecting and implementing new technologies to replace necessary portions of SEIU Benefit Funds’ current environment.
Strategic planning: Participate in the strategic business planning process; keep abreast of the latest technological trends in hardware and software; and develop IT strategic and business plans, including operational and capital budgets, resource utilization planning and allocation, and contingency availability for both staff and equipment.
Develop IT policies: Define, communicate, and implement hardware, software, and operational standards, policies, and procedures related to the administration, infrastructure, and security of SEIU Benefit Funds’ systems.
Manage IT staff: Hire, train, and manage IT staff, vendors, and consultants; evaluate IT staffing requirements to ensure adequate support to maintain operational effectiveness; and coordinate, supervise, and schedule IT functions and job priorities for all IT staff, vendors, and consultants.
Manage IT vendors: Interface with vendors and other third parties on issues related to software and hardware pricing, terms and conditions for purchase or renewals; negotiate and manage vendor/service agreements; and track and monitor vendor performance against contractually agreed-to service levels.
Manage security: Ensure the physical and virtual security of SEIU Benefit Funds’ premises, systems and data; ensure compliance with applicable security standards for any electronic information that is created, received, transmitted, or maintained by SEIU Benefit Funds; Implement electronic data interchange standards; ensure compliance with HIPAA/HITECH rules and other applicable regulations; and oversee all system backups.
HIPAA Security Official: Serve as the HIPAA Security Official and ensure development, implementation, and adherence to HIPAA/HITECH security policies and procedures and SEIU Benefit Funds staff training.
Requirements
The ideal candidate will meet the following requirements:
- Work Experience: Minimum of ten (10) years of increasingly responsible experience managing all areas of IT operations is required, including five (5) to seven (7) years of experience managing, mentoring, and guiding IT professionals and associated staff.
- Educational Background: Bachelor’s or advanced degree in computer science, information systems/technology or related field (or an appropriate and relevant combination of education and work experience) is required.
- Communication and Presentation: Ability to communicate to SEIU leadership and Board of Trustees (i.e., project status, project budgets, IT budgets, and seek approval for IT needs and project funding).
- Technical Skills: Knowledge of enterprise relational database management systems, Microsoft Office 365, networking, telephony, and security basics; experience with business intelligence and reporting tools and knowledge of document management systems. Demonstrated skills and experience with program and project management, including facilitating contract negotiations with third-party enterprise vendors; and the ability to manage new program or system implementations, including upgrades and migration to or from a particular system and technology change management. Thorough knowledge of contingency planning and ability to manage or develop disaster recovery, business continuity, and incident response plans.
