Conditions of Employment
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the 09/11/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience For GS-09
- At least one full-time year (52-weeks) of specialized experience equivalent in difficulty and responsibility to the GS-07 grade level in the Federal service which includes agricultural program duties related to underwriting, claims, and other agricultural program activities that support Crop Insurance programs and policies. Specialized experience demonstrates a fundamental knowledge of programs, policies, procedures, and regulations applicable to crop production, crop insurance, farming, agriculture, agriculture cycle and trends, and/or agricultural risk management practices. Provides support to higher level Risk Management Specialists. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
- Completion of at least two full academic years of progressively higher-level graduate education resulting in a masters or equivalent graduate degree from an accredited college or university with a major in a field of study in agriculture, agricultural business (agribusiness), agricultural economics, animal science, farm management, agronomy, horticulture, soil science, actuarial science or statistics, or any other field directly related to the position to be filled.
OR
- A combination of graduate level education and specialized experience. Only graduate education in excess of the first year (18 semester hours) may be combined with experience.
Specialized Experience for GS-11:
- At least one full-time year (52-weeks) of specialized experience equivalent in difficulty and responsibility to the GS-9 level in the Federal service that demonstrates a practical working knowledge of a range of concepts and principles, relating to agriculture sciences, management, insurance principles, risk management, statistical analysis, and actuarial/underwriting subjects, programs, policies, procedures and regulation applicable to agriculture. It also includes demonstrating knowledge of, and skill in applying and adapting analytical and evaluative techniques and methods to assess the effectiveness and efficiency and productivity of program systems and operations; and making recommendations for improvements.
OR
- Completion of at least three full years of progressively higher-level graduate education resulting in a Ph.D. or equivalent doctoral degree from an accredited college or university with a major in Agriculture, Agricultural economics, Farm management, Agronomy, Horticulture, Economics, Law or any other field directly related to the position to be filled that demonstrates the knowledge, skills, and abilities necessary to perform the work.
OR
- Combination of graduate level education and specialized experience. Only graduate education beyond the second full year (36 semester hours) may be combined with experience.
Specialized Experience for GS-12:
- At least one full-time year (52-weeks) of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service. Experience that demonstrates knowledge of current procedures and practices used in the sales and service of crop insurance contracts in order to be aware of the impact underwriter determinations have on agency functions. Expert knowledge of a wide range of concepts and principles related to agricultural sciences agricultural risk management programs, agricultural statistical analysis, actuarial/underwriting for agricultural insurance products, or other programs, policies, procedures and regulations applicable to agriculture.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards. You may submit an unofficial copy of the transcript at the initial phase of the application process; however, if selected, you will be required to submit official transcripts prior to entering on duty. Please refer to the "How to Apply" section for instructions on submitting the transcript.
The substitution of education is not qualifying for the GS-12 level.

- Location Negotiable After Selection. Duty location will be determined upon selection and must be within any of the listed States below:
- Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL), or Interagency Career Transition Assistance Plan (ICTAP): Visit the OPM website for information on how to apply as a CTAP, RPL, or ICTAP eligible. To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.
- For the GS-12 ONLY- If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Selectee is subject to financial Disclosure Requirements in accordance with 5 CFR, Part 2635, Sub part E regarding business or personal transactions with applicants, borrowers, or business contacts who have or who are seeking business with this Agency. Selectee must be able to obtain and maintain a security clearance. If selected, you will be subject to a security investigation and a credit report.
- If you are selected for a position with further promotion potential, you will be placed under a career development plan and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
- Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
