About The Role
The Project Management Office (PMO) is seeking a Junior Computer Systems Analyst to join our team. You will play a crucial role in supporting the PMO with business requirements gathering, project scope definition, and documentation, following Agile project methodologies. You will also contribute to the development, implementation, and monitoring of various projects across the agency, ensuring they meet stakeholder-defined requirements.
As a Junior Computer Systems Analyst, you will be responsible for conducting needs assessments, identifying problems and solutions, assessing the current state of the organization, recommending actions to address business needs, and creating requirements documents and business cases. You will work closely with multiple administrations and OIMT staff to define business requirements, track project deliverables, monitor schedules, and validate service provider invoices. This role combines responsibilities in business/functional/technical requirements review and validation, project management, and program management.
Responsibilities
- Collaborate with stakeholders (business users, IT teams, management) to gather and document detailed business and functional requirements
- Conduct interviews, workshops, and surveys to understand business needs and processes
- Analyze current business processes and workflows to identify areas for improvement or automation
- Develop process models, flowcharts, and diagrams to visually represent business processes
- Translate business requirements into technical specifications for IT teams
- Create detailed documentation (BRDs, FSDs, Use Cases)
- Work with architects and developers to design IT solutions that meet business needs
- Act as a liaison between business stakeholders and IT teams to ensure clear communication and understanding of requirements
- Present findings, solutions, and project updates to stakeholders
- Support project management activities (scope definition, timelines, deliverables)
- Assist in resource planning and risk management for IT projects
- Develop test plans and test cases to ensure the IT solution meets business requirements
- Coordinate and participate in User Acceptance Testing (UAT) with business users
- Identify and document defects, and work with developers to resolve issues
- Assist in the implementation of IT solutions (training sessions, user manuals, support)
- Manage change requests and ensure proper documentation and communication
- Analyze data to identify trends, generate insights, and support decision-making
- Create reports, dashboards, and visualizations to present data meaningfully
- Continuously evaluate business processes and IT systems for improvement opportunities
- Stay updated with the latest industry trends, tools, and technologies
- Ensure IT solutions comply with regulations, standards, and policies
- Identify and mitigate potential risks associated with IT projects
Qualifications
- Bachelor's degree with 3+ years of experience in Business Assurance
- Certification in Analyst, Computer Systems (Junior), Quality Assurance, Quality Analyst, Project Management, or Information Technology
Required Experience
- At least 3 years of BA IT experience working with Maryland State agencies (design, development, testing, implementation, maintenance)
- Experience with tools like JIRA, TFS, DevOps, Confluence, or Trello for managing requirements and tasks
- Technical business analyst experience managing multiple projects simultaneously. Understanding of database operations, basic querying skills, Webservices or API operations, and basic querying skills
- Familiarity with data analysis tools like SQL, Excel (advanced functions), and basic visualization tools (Power BI, Tableau)
- Proficiency in Excel for data analysis, Word for documentation, and PowerPoint for presentations
- Familiarity with Agile methodologies through training or certification (Certified Scrum Master (CSM))
- Experience managing and executing multiple related operational requests/projects simultaneously
- Experience working in a matrixed environment

- Experience with ServiceNow
- Knowledge of State Government policies and practices
- Knowledge of Payment Portal implementation with FMIS Integration
