The Revenue and Fiscal Affairs agency (RFA) is seeking applicants for a Finance Manager with knowledge in South Carolina Enterprise Information System (SCEIS) finance and generally accepted accounting principles (GAAP) reporting policies and procedures. This position manages the Business Services section of the RFA including the support staff, budget, and fiscal/accounting operations of the agency. This position requires knowledge of state government finance management and business management principals, practices and procedures and experience supervising in a finance environment. The RFA is responsible for providing a diverse set of fiscal and statistical analysis and services and reports for the Governor, General Assembly, state and local government entities, and the private sector. Responsibilities Of The Accounting Fiscal Manager II
This position serves as Finance Director managing the Business Services section of RFA, including support staff, budget, and fiscal/accounting operations of the agency. Reporting to the Division Director and Executive Director on all financial and administrative operations and will be expected to make sound decisions with considerable independence. Specific job functions include but are not limited to the following:
- Supervises the business and fiscal functions of the agency and serves as primary approver of all transactions. Utilizing SCEIS and in accordance with state and federal laws, manages and monitors agency accounts, funds, and financial reports. Manages the agency procurement process and asset management, ensuring procurement codes are followed. Monitors financial actions to ensure that financial records and reports are accurate and maintained in accordance with state and federal requirements. Ensures invoicing process for Accounts Receivables is current and accurate. Accesses and uses data to fulfill authorized job duties or activities for the State, in adherence to policies and guidelines pertaining to data protection. Reports actual or suspected breaches or vulnerabilities in the confidentiality, integrity, or availability of data to the appropriate authorities.
- Assists the Division Director with managing and monitoring the agency's annual and multi-year payroll budgets. Manages the agency's operating budgets and carry forward funds; prepares annual budget submissions and generates corresponding SCEIS reports. Assists Division Director with financial planning and management as it relates to the 911 fiscal model, the NG911 contract pricing model (including analysis for change orders), the Real Time Network forecast model, and funding for the statewide aerial imagery program (note: all of these items are indicated in the agency backbone document). Assists with preparing budget presentations for RFA and attends budget hearings throughout the year. Assists in responding to inquiries from the executive and legislative branches.
- Facilitates the agency's shared services contract for business services with the Department of Administration. Manages section staff activities to ensure effective communications with shared services and seamless transaction processing and posting. Monitors internal workflows and implements process adjustments or changes as needed.
- Serves as agency liaison to SCEIS, State Treasurer, State Comptroller General, State Auditors, and MMO relating to finance principles and reporting requirements as indicated in the agency backbone document. Prepares closing packages for the Comptroller General and guides the agency through the annual audit process. Implements and maintains all documentation of GASB 87 and 96 requirements. Ensures all documents are accurate, complete and in compliance with Generally Accepted Accounting Principals (GAAP). Keeps informed of changes in external and internal reporting requirements. Serves as SCEIS HR Director backup. Develops and recommends for implementation agency financial and business practices to attain agency transparency and accountability. Documents and maintains work in compliance with state information technology security policies. Supports the Executive Director in interpreting policies and establishing practices for business legislative activities.
- Assists as need with reviewing/approving financial requests for S.C. Wireless 9-1-1 cost reimbursements and quarterly disbursements to ensure accuracy as indicated in the agency backbone document. Facilitates staff education for processing reimbursements following applicable auditing standards. Assists as needed with preparing and reconciling monthly 911 fund activity statements. Reviews and monitors all SCEIS account activity related to processing and recording S.C. Wireless 9-1-1 transactions and generates applicable SCEIS reports for transparency and budget forecasting.
- Performs fundamental supervisory functions in accordance with Equal Employment Opportunity Commission (EEOC) standards. Demonstrates sound supervisory personnel actions through efforts to promote equal opportunity, including but not limited to, the timely and meaningful administration of Planning Documents, Constructive Feedback and Evaluation Documents for all assigned employees. Provides training, guidance, and direction in financial and system responsibilities to Business Services staff. Reviews with staff individual goals and opportunities for improvements to guide the team towards meeting agency mission and objectives.
- Serves as backup for managing agency credit cards and serves as liaison with merchant services provider and Materials Management Office (MMO). Serves as liaison to Parking Services, managing state issued IDs and parking assignments for the agency. Performs other duties as may be assigned.
Minimum And Additional Requirements
- A bachelor's degree with multiple accounting courses and four (4 ) years experience in accounting, public administration or business management;
- An associates degree with multiple accounting courses and six (6) years experience in accounting, public administration or business management,
- OR A high school diploma with multiple accounting courses and eight (8) years work experience in accounting, public administration or business management.
- Must have experience supervising professional accounting, auditing, banking, or finance employees.
Additional Requirements:
- Extensive knowledge of finance management, and business management principles, practices and procedures.
- Knowledge of state and federal laws, rules and regulations pertaining to state agency finance and business management.
- Knowledge of South Carolina Enterprise System (SCEIS) and government accounting principles.
- Ability to organize and direct administrative support activities.
- Ability to formulate and implement administrative policies and procedures.
- Ability to proficiently apply mathematical concepts.
- Ability to supervise employees and maintain working relationships.
- Ability to communicate effectively.
- Proficient in Microsoft Products (Access/SQL, Excel, Outlook, Word and PowerPoint).
- Some late night, overtime, and in-state travel may be required.
Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience in accordance with State Human Resources Regulations to be considered for this position.
