Summary of Responsibilities:
Definition:
This is an administrative position, responsible for managing the Housing Choice Voucher Program for a local housing authority. This employee must understand and adhere to the procedures of the housing authority, Department of Housing and Urban Development (HUD) and other federal regulations. This employee is responsible for a variety of functions including intake, review of applications, determining eligibility, income verification, annual reexaminations, inspection of housing units, and the preparation of correspondence and reports as required. Work may also include initial outreach to prospective families and contact with rental property owners. Work is performed with considerable independence subject to review by an administrative through conferences, a review of reports and the evaluation of program results.
Functions/Duties:
Essential functions of this position include but are not limited to the following:
- Manage and efficiently administer the Housing Choice Voucher Program within the policies and regulations set forth by HUD and the housing authority.
- Execute housing assistance payment contracts between the property owner and housing authority/HUD and release monthly payments to the property owner.
- Counsel prospective residents and rental property owners regarding the requirements of the program.
- Interview applicants for the program to determine eligibility and calculate rents.
- Assist in the collection, analysis, and evaluation of statistical data for use in planning and monitoring the Housing Choice Voucher Program.
- Supervise the annual reexamination of residents to determine income, family composition and other pertinent data. Adjust rent if required.
- Maintain files, lists, and logs necessary to efficiently administer the program.
- Update and distribute inclusive list of local landlords to prospective residents.
- Familiarize families with their rights and obligations under current landlord-tenant laws and the agreements of the lease.
- Prepare and submit periodic and special reports as required by regulating agencies of government and the housing authority.
- Execute all leasing and occupancy functions for the Housing Choice Voucher program.
- Process applications for Housing Choice Voucher and maintain the waitlist.
- Screen applicants regarding non-economic criteria including credit verification and review of criminal history records; certify eligibility/non-eligibility of prospective residents/Housing Choice Voucher participants and initiate proper notification to applicants.
- Respond to inquiries concerning program rules and applicant status.
- Periodically update applications.
- Assure proper annual and interim re-certifications of residents.
- Maintain applicant and resident files.
- Prepare leases and HAP contracts.
- Other related duties as assigned.
Knowledges, Skills, and Abilities:
- Knowledge of the regulatory government agency rules, regulations and procedures that pertain to the Housing Choice Voucher Program.
- Knowledge of laws pertaining to landlord-resident relationships.
- Express ideas clearly and concisely, orally and in writing.
- Coordinate and supervise the duties related to the Housing Choice Voucher Program.
- Establish and maintain effective working relationships with administrative officials, co-workers, residents, other agencies, and the public.
- Perform complicated arithmetic calculations.
Physical/Mental Requirements:
· Organize and plan work with minimal supervision.
- Communicate effectively both orally and in writing.
· Analyze problems and make sound decisions under pressure.
· Ensure confidentiality is maintained in accordance with agency standards.
- Work varied hours and attend relevant conferences in and out of NH.
- Possess knowledge of community resources.
- Foster teamwork and a positive work environment.
- Reside in relative proximity to the Housing Authority’s central office.
Equipment/Tools Utilized
Must have own vehicle and possess a valid driver’s license.
Experience and Training:
Three (3) years’ experience managing subsidized/affordable housing communities or programs administered by a public housing authority.
OR
One (1) year as an Assistant Property Manager (subsidized/affordable) or Assistant Housing Choice Voucher Coordinator.
Job Type: Full-time
Pay: $50,000.00 - $60,000.00 per year
