Who Are We: The Texas Property and Casualty Insurance Guaranty Association (TPCIGA) is a non-profit, unincorporated association of all Texas-licensed property and casualty insurers. It was created by the Texas legislature, to provide protections to Texas insurance policyholders and claimants when an insurance company fails.
TPCIGA provides information about the status of claims and policies and pays "covered claims" as that term is defined by Chapter 462 of the Texas Insurance Code.
What You Will Do
Reviews and ensures that all projects satisfy requirements and adhere to Information Technology standards. Work is performed under the general direction of the Executive Director.
Principal Duties & Responsibilities
Supervises departmental personnel, including planning assignments, evaluating work, and making recommendations on hiring, disciplining, and terminating.
Coordinates with all levels of management on system projects, status, and plans.
Regularly provides updates to the TPCIGA Board of Directors.
Manages the development and implementation of global security policy, standards, guidelines, and procedures to ensure ongoing maintenance of security. This includes the management of network security architecture, network access and monitoring policies, employee education, and awareness.
Oversees incident response planning as well as the investigation of alert management and security breaches in conjunction with TPCIGA’s Managed Detection and Response (MDR) provider. Aids with disciplinary and legal matters associated with such breaches, as necessary.
Defines requirements and project lifecycle deployment as the project leader for activities of analysts and programmers in the development of added information technology systems and the enhancement to existing automated systems, while serving as the liaison between the IT department and users to communicate system requirements.
Ensures that IT and network infrastructure adequately support the Association’s computing, data processing, and communications needs.
Develops Information Technology policies, procedures, and best practices.
Manages all auxiliary claims processing components supporting financial transactions such as check printing, TPA billing/reimbursement, and medical bill reconciliation, ensuring any modifications to these components are fully evaluated before final implementation on both the claims and accounting interfaces.
Functions as the project administrator for TPCIGA’s Medicare reporting, ensuring the proper claim records are selected and transmitted to the third-party administrator for further validation before being transmitted to CMS for processing every cycle.
Designs and keeps technical, project, and change management documentation, while ensuring staff conforms to the policies and procedures on completing tasks.
Provides the training of Association staff as considered necessary, especially covering concepts of Cyber Security to better educate network users of ongoing security threats for easier recognition upon receipt of phishing emails.
Prepares, implements, and monitors the Information Technology budget.
Establishes program goals and aims as related not only to IT but also to the overall goals and objectives of the Association.
Performs network administration duties, including adding, removing, or changing users, maintaining printers, switches, firewall, and ensuring the network is operational.
Ensures the connectivity of the Association’s Voice Over Internet Protocol (VOIP) communication system for all voice and faxing capabilities for staff, both at the office and those working remotely.
Performs troubleshooting and resolves problems.
Ensures connectivity to the Association’s Claims Management System.
Develops custom applications for claims processing and litigation file tracking.
Supervises and ensures information systems support is provided effectively for all TPCIGA computer users (employees, contractors, and temporary staff).
Decides the need for, purchases, and installs computer hardware and software, including servers, PCs, Laptops, switches, printers, etc.
Decides the need for and purchases of cellular phones and related equipment.
Performs such other related duties as may be assigned.
Required Skills / Abilities:
Knowledge of information systems practices; internal claims handling processes; budgetary techniques; and supervisory techniques.
Ability toexercise sound judgment in making administrative decisions involving staff and service activities; supervise and motivate employees; establish and maintain effective working relationships with other employees, directors, and the public; demonstrate proficiency in both oral and written communication; and train users on the network.
Required Education and Experience:
Bachelor’s degree in computer science or a related field. At least 10 years of information systems experience, at least five of which involved supervision or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
