Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.
This position serves both as a Supervisory Information Technology Specialist (Information Security), and organizationally, as the "Deputy" to BLS Chief Information Security Officer. As "Deputy," the incumbent is responsible for providing authoritative and technically sound recommendations on a broad spectrum of technical and programmatic information security issues; and sustain implementation of the Agency's information security management policy.
Duties include but are not limited to the following:
- Assists the Division Chief in all aspects of IT security including: preparing IT security policies, reviewing IT policy proposals, leading the investigation of IT security violations, and determining as well as implementing security countermeasures.
- Supervises the staff of DNIA. Develops goals and objectives for the staff, assigns and balances work, evaluates performance, recommends and approves awards, counsels and disciplines employees, selects employees for appointments of internal placements, approves employee training, approves employee leave requests and establishes leave rosters.
- Supports the Division Chief in directing research, development, implementation and dissemination of IT security products and services throughout the Bureau. Ensures that IT security staff are effectively trained in security, systems development concepts, IT principles, and BLS operational requirements.
- Assists the Division Chief in managing the Bureau's Computer Incident Response Team, which is responsible for minimizing damage caused by malicious computer code and for investigating the cause and source of those incidents.
- Reviews the Bureau's awareness and compliance planning for new federal laws and regulations that affect the agency's IT security program and systems. Participates in the development of the annual budget for Bureau-wide IT security issues, contributes to the annual status report on the state of BLS IT security, and coordinates annual system security assessments.
- Maintains and disseminates the IT Security Manual.

Qualifications
Applicants must demonstrate proof of meeting the minimum qualification requirements, that is, both the Experience and Specialized Experience listed below.
Experience
IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing project/program requirements.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth analysis and resolution of complex problems such as assessing customers' needs and tailoring information about products and/or services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally justifying decisions, conclusions, findings, and/or recommendations in a professional setting such as orally presenting project/program-related information to engage in open and constructive discussions and sharing of information.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve complex problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve project/program-level issues that impact the work and outcomes of an organization.
AND
Specialized Experience
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-13, in the Federal service. Specialized experience is defined as all of the following:
- Demonstrated experience developing and maintaining IT cloud system security, cloud system usage, cloud system consumption, and cloud system performance in cloud and hybrid environments.
- Demonstrated experience leading IT security policies and procedures in the operation and maintenance of IT systems and networks. Responsibility must have included incorporating security into one or more of the following areas: system design, testing and evaluation, or configuration management.
- Demonstrated experience leading cybersecurity initiatives such as risk assesments, vulnerability assesments, or incident response plans.
Education
Education may not be substituted for experience at this grade level.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
