Under the direction of the Enterprise Solution Services Branch Chief (IT Manager II), the ITS I, Project Manager/Business Analyst will manage projects through initiation, planning, executing, monitoring and controlling, and closing phases. ITS I will support the project management services and support for Cal OES’s IT modernization initiatives and Information Technology (IT) projects. Also, provide business analysis, processes re-engineering, and impact analysis for business programs and partners.
The incumbent is responsible for developing and updating project plans for information technology projects; leading and mentoring project teams; managing the integration of information systems and/or subsystems whether on-premise or cloud; and managing projects to ensure adherence to budget, schedule, and scope. The incumbent plans and directs current and future development and provide project leadership for the identification, development, and implementation of complex information technology systems solutions. The incumbent provides direction and leadership for a team of technical specialists and program area subject matter experts. The incumbent incorporates digital communication objectives and contributes to the advancement of technology, ensuring all digital products meet Cal OES security standards and accessibility guidelines. The ITS I work primarily in the IT Project Management and Business Technology Management domains.
Additionally, the incumbent will act as the project leader for the required analytical studies to determine the optimum solutions and prepare Project Approval Lifecycle (PAL) Framework documents, Budget Change Proposals (BCPs), and Federal Grant Funding requests necessary to obtain the required approvals and funding to implement solutions.

Working Conditions
This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Four years of experience leading requirement gathering interviews or joint application development (JAD) sessions, project planning, and communicating effectively with large teams in a complex matrix organization.
- Project management experience including the knowledge domains of the Project Management Body of Knowledge (PMBOK), CA-PMF, and CA PMLA
- Business analysis experience including the knowledge domains of the Business Analysis Body of Knowledge (BABOK)
- Experience completing Project Approval Lifecycle (PAL) documents
- Experience completing documents in Agile frameworks
- Experience developing project schedules using MS Project and/or Smartsheet
- Experience developing project roadmaps using MS Visio and/or Lucid chart
- Experience analyzing data, leading data analysis, and integration projects
- The ability to exercise a high degree of initiative, analyze issues, define problems, and recommend effective solutions
- The ability to effectively plan, prioritize, and execute concurrent assignments
- The ability to work with multidisciplinary teams
- The ability to write and speak effectively
