Job Overview
We are in search of a motivated and accomplished Vice President/Division Director to spearhead our initiatives in identifying, securing, and managing new business opportunities within the Federal Agency landscape. This pivotal role is essential for establishing a strong pipeline for our capture management efforts. The successful candidate will possess a demonstrated history of success in sales, capture, and operational management within the Federal Sector, and will adopt a proactive hands-on approach to business development. You will report directly to the Chief Operating Officer.
Key Responsibilities
- Discover and assess leads for new business opportunities, formulating effective strategies for capture.
- Keep abreast of government acquisition notices to identify projects that align with our organizational strengths and objectives.
- Build and nurture relationships with government leaders to pursue and secure new client engagements.
- Perform comprehensive research and analysis on potential opportunities, evaluating resource capabilities, teaming arrangements, competitor dynamics, along with budget and scheduling constraints.
- Oversee the capture and proposal lifecycle for selected opportunities, ensuring the submission of high-caliber proposals.
- Provide operational management and direct oversight for secured contracts, ensuring successful project execution.
- Identify and address any challenges impacting project performance in a timely manner.
- Draft proposals, white papers, standard operating procedures, and various other documentation.
- Present regular executive-level updates detailing the status of ongoing bids and pipeline opportunities.
- Undertake additional responsibilities as delegated.

Qualifications
- Bachelor's degree.
- A minimum of 8 years of relevant business development experience in the federal sector.
- At least 5 years of experience leading the capture lifecycle, with a proven record of identifying and qualifying opportunities, managing successful proposals, and driving revenue growth.
- Minimum of 5 years of project and/or program management experience.
- Thorough understanding of the Federal Acquisition Regulation (FAR), Blanket Purchase Agreements (BPAs), Indefinite Delivery Indefinite Quantity (IDIQ) contracts, teaming agreements, and the overall government contract lifecycle.
- Established pipeline based on existing client and partner relationships.
