Job Overview
We are seeking a dynamic and accomplished Vice President / Division Director to spearhead our business development initiatives within the Federal Agency sector. This strategic role demands an individual who is both proactive and hands-on in cultivating business relationships and managing capture management efforts. Reporting directly to the Chief Operating Officer, you will play a pivotal role in propelling our organization's expansion in the federal market.
Key Responsibilities
- Drive business development efforts by identifying and pursuing new business opportunities, developing and implementing strategies to secure targeted work.
- Monitor the government acquisition landscape to stay informed about opportunities that align with our organizational capabilities and objectives.
- Forge and maintain robust relationships with government leaders to explore and secure new client opportunities.
- Conduct comprehensive research and analysis of potential opportunities, evaluating resource capabilities, teaming options, incumbent strengths and weaknesses, as well as budget and schedule constraints.
- Lead the capture and proposal lifecycle for designated opportunities, ensuring all aspects are managed efficiently and effectively.
- Oversee the operational performance of secured contracts, ensuring successful project execution.
- Proactively identify and resolve any issues that may hinder project success.
- Produce compelling proposals, white papers, standard operating procedures, and other critical documentation.
- Prepare and present regular executive-level reports that detail the status of ongoing bids and pipeline opportunities.
- Undertake additional related responsibilities as assigned.

Qualifications
- Bachelor's degree.
- A minimum of 8 years of relevant business development experience in the federal sector.
- At least 5 years of experience leading the capture lifecycle, demonstrating a proven ability to identify, qualify, and manage successful proposals that drive new revenue.
- A minimum of 5 years of experience in project and/or program management.
- Comprehensive knowledge of the Federal Acquisition Regulation (FAR), Blanket Purchase Agreements (BPAs), Indefinite Delivery/Indefinite Quantity contracts (IDIQs), contract vehicles, teaming agreements, and the government contract lifecycle.
- Established pipeline based on existing client and partner relationships.
- Strong analytical and strategic planning skills.
