Job Description:
The Deputy Chief Information Officer (DCIO) is a senior management position within the Office of Technology Services (OTS), providing leadership and guidance for IT infrastructure, enterprise applications, IT architecture, information security, project and service management and compliance. The position oversees all aspects of technology-related infrastructure, including hardware, software applications and telecommunications, in support of instructional and business operations and aligned with campus needs. The DCIO is responsible for all aspects of IT and data-related compliance for the University, ensuring that IT services are reliable and secure. The position oversees integrated strategy, planning, and budget development across all areas of technology-related services across the University. It provides leadership across campus and OTS in support of administrative, operational, and organizational effectiveness. The DCIO provides leadership and oversight over all areas of technology services to maintain a culture of self-assessment for ongoing organizational improvement and documentation in support of continuity of knowledge and agreement on technology, operations, and services. The position acts on behalf of the Chief Information Officer (CIO), as assigned by the CIO, or in the absence of the CIO as the principal IT leader on executive decisions and executive level committees.
Responsibilities:
Information Technology Operations: Oversees all aspects of technology-related infrastructure, including hardware, software applications and telecommunications, responsible for the availability, performance, and security of related technology services in support of instructional and business operations.
- Responsible for reliability, resiliency, and recoverability of infrastructure and services.
- Ensures adequate monitoring is in place, establishes service level agreements and monitors/tracks uptime.
- Develops and maintains disaster recovery (DR) and business continuity plans, ensuring that annual DR tests are performed.
- With direct reports, ensure that staff are developing and maintaining accurate documentation of team operations, processes, and technical configurations; ensures each applicable technology team has an operations plan, assists in their ongoing development, and periodically reviews them for improvement.
- Oversees and monitors an information technology service management (ITSM) program across OTS, including incident, program, service and change management.
- Supervising the Chief Architect, is responsible for robust and integrated change management across all technology, services and support.
- Supervising the CISO, is responsible for the overall information security program for the University, including compliance, data security and privacy, and incident management.
- Develops, periodically reviews, and updates university policies related to IT.
- Provides leadership and expertise by participating on key campus committees, including but not limited to IT governance, policy oversight, campus operations, and emergency management.
- Participates on University System of Maryland (USM) committees and workgroups, including as an alternate for the Chief Information Officer (CIO).
Strategy, Planning, Procurement and Budget: Oversees integrated strategy, planning, and budget development across all areas of technology-related services across the University; desired outcomes are technology alignment, consistent understanding, awareness and practices, informed, accurate and successful initiatives, and the efficient and effective use of resources.
- Facilitates participation of OTS leadership in strategic and master plan development, taking into consideration other campus plans (e.g., institutional strategic, academic, facilities master plan) for alignment. Identifies needed technology, architecture and security strategies and coordinates development for review and approval by CIO. Strives for transparency with governance and constituent groups about thinking behind strategies.
- Analyzes technology trends and advancement in areas of responsibility and plans for the long-term direction of the IT organization.
- Leads and provides oversight in the development of technology roadmaps, vendor calendars, business process improvement plans, and project planning.
- Responsible for integrated planning between technology teams, and other campus units when possible and required.
- Reviews cross team information related to capacity planning, tickets, and project plans in the service management application.
- Maintains and monitors the annual OTS communication plan, updating as needed based on changing conditions and user feedback.
- Conducts bi-annual technology procurement process need forecast and provides that to the Office of Procurement.
- In partnership with the Chief Architect and Chief Information Security Officer (CISO), reviews decentralized IT procurements.
- Conducts bi-annual replacement and renewal projection process, to include all central and decentralized infrastructure, administrative and instructional technology equipment, and provides update to the Office of University Budget & Financial Analysis.
- Coordinates development of annual budget and ongoing tracking of spending against the budget with the Vice President for Administration and Technology/CIO and Office of Shared Services.
Information Technology Compliance: Oversees all aspects of IT and data-related compliance for the University, resulting in the effective management of risk, reputational and constituent trust, data privacy and integrity and a reliable and effective operational environment.
- Has primary oversight and ownership of any IT-related audit activities. Serves as the sponsor for all IT-related audits.
- Oversees ongoing evolution and implementation of IT audit program.
- Participates in the enterprise risk management (ERM) program as a designated risk manager.
- Participates in the development of USM security standards and monitors the University for compliance.
- Monitors legislative and regulatory developments at the federal and state level and directs the development of compliance plans.
Governance, Leadership and Management: Provides leadership across campus and OTS in support of administrative, operational, and organizational effectiveness.
- Chairs the administrative systems management component of IT governance.
- Participates in campus initiatives and activities, and mentors staff of areas that have a technology or operations focus.
- In partnership with the OTS directors, CIO, and Office of Human Resources, develops and maintains staffing standards that are applied consistently across OTS.
- Ensures that annual updates of depth charts and skills inventories are performed, sharing approaches and tools with other OTS managers.
- Promotes use of performance management tools and collection of regular performance evaluations and career/training plans, sharing approaches and tools with other OTS managers.
- Assists direct reports in development of training plans and fosters cross training as a cultural norm, sharing approaches and tools with other OTS managers.
- Develops direct reports and provides guidance on the leadership of staff within areas of responsibility.
- Meets with direct reports on a regular basis individually and as a team to provide feedback and promote collaboration.
Assessment, Process and Documentation: Provides leadership and oversight over all areas of technology services to maintain a culture of self-assessment for ongoing organizational improvement and documentation in support of continuity of knowledge and agreement on technology, operations, and services.
- Oversees annual assessment plan development and reporting/review process in support of ongoing organizational effectiveness and improvement. Ensure strategies align with requirements for institutional needs such as accreditation.
- Performs and collects annual assessments for all areas of responsibility; provides recommendations based on these assessments.
- Creates, maintains, and reviews documentation in support of resource and technology assessment, continuity, and process.
- Requests root cause analysis (RCA) when appropriate. Reviews and approves RCAs and provides final documentation to CIO for awareness.
- Analyzes, improves, and reviews IT processes for changes, incidents, and problems.
- Ensures that key documentation exists including business process documentation, test plans for processes in enterprise systems, data dictionaries, standards, structures and lineage, and University-wide information maps.
Minimum Qualifications:
- Education: Bachelor's degree or a nearly completed bachelor’s degree (100 credits completed) in information technology, computer science, business, engineering, or other related field or discipline contributing to the successful performance of position responsibilities. If the degree is not yet completed, the selected candidate will need to complete the degree within two years of starting in the role.
- Experience: Ten years progressively responsible experience in multiple areas of technology, with five years of experience in a supervisory role.
Preferred Qualifications:
- Education: Master’s degree in information technology, computer science, business, engineering, or other related field or discipline and certifications or additional course work in Project Management, Business Management, or Leadership.
- Experience: Fifteen years progressively responsible experience in multiple areas of technology. Ten years of experience in multiple supervisory roles.
