Department Information Technology Job Purpose
The Chief Information Officer (CIO) provides leadership and management for information technology including strategic, developmental, and innovative changes within the Information Technology division and the services it provides. The CIO in collaboration with key stakeholders and University Governance will prioritize technology initiatives, identify risks, evaluate trends, and make IT recommendations as appropriate to senior leadership. The CIO will evaluate, develop, and deploy IT services and ensure that projects are successfully completed within the resources and timelines established with stakeholders and partners. In concert with the University’s strategic planning initiatives, serve as a change agent to develop proactive strategies and modernize technology to best meets the current needs and anticipates the future needs of the university.
Essential Duties
- Provide day-to-day tactical and technical leadership of the Information Technology division, including the oversight of information and telecommunications technology functions and services supporting the institution
- Work collaboratively with the executive team and key academic and administrative stakeholders in identifying and implementing key IT initiatives
- Lead the continued definition and implementation of a comprehensive contemporary IT service practice for all areas of the University
- Build strong working relationships between IT and faculty, staff, management, vendors, and other technology organizations within the University by facilitating communication and resolving conflicts
- Ensure appropriate implementation and support for business, academic and research systems by managing and coordinating applications, network administration, security, and related areas
- As Chief Information Security Officer (CISO), develop and administer information technology security strategies
- Ensure overall compliance with regulations for securing data records associated with student and personnel records, financial records, and research data
- With a focus towards cloud-based services, identify the appropriate balance of campus-based resources and services versus brokered resources and services delivered by vendor and Cloud based providers
- Advance and maintain cloud resources focused on effective business/disaster recovery plans to ensure the effective recovery of IT systems and services in the event of an outage or catastrophic event
- Manage co-sourced external vendors to maintain availability and performance of all offerings to meet internal customer service expectations, including their seamless technical and business integration
- Develop, manage, and marshal the information technology budget, including capital and recurring expenses pertaining to ongoing and future projects
- Optimize IT spending on services as well as hardware and software resources to ensure the most cost effective of operations
- Establish effective quality assurance processes, including integration and testing strategies, and departmental metrics
- Maintain a strong focus on customer service and talent management; recruit, train and supervise subordinate staff; plan, direct, coordinate, and review staffing needs
- Foster, support and spread a positive work atmosphere with IT staff members while maintaining a safe and secure work environment
Additional Skills Required
- Substantial experience with Information Security regulations, policies, and risk mitigation and response
- Substantial experience in leading disparate IT teams such as enterprise applications, networking, security, user support, telecommunications etc.
- Excellent communication and presentation skills and experience describing complex IT issues to senior-level management and key stakeholders, with the political sensitivity necessary to succeed in influencing the most appropriate outcomes for the institution
- Thorough understanding of the information technology challenges and opportunities present at a private faith-based university to facilitate teaching and learning student excellence and success
- A demonstrated talent management approach in staffing to mature the abilities and expertise of staff so that they may assume expanded responsibilities and roles; proven ability to recruit and retain well-qualified, high performing professionals and empower them to succeed
- A substantive knowledge of the financial, business, and technical issues in IT and particularly to those related higher education – A proven track record of successfully identifying, planning, leading, implementing, and managing complex projects within allotted time and budget
- Experience with developing and establishing metrics that assure accountability for departmental responsibilities and IT service providers including cloud and network services
- A respectful and fair leader proven as skilled administrator with the ability to effectively manage financial and other resources such human capital in a manner that maximizes productivity and quality of work

Minimum Education Requirements
- Bachelor’s degree in an appropriate discipline such as business, computer science, information technology, engineering, or other related discipline
Preferred Education
- Master’s degree preferred
Minimum Job Experience Requirements
- Minimum of 10 years of progressive responsible leadership and management experience in Information Technology with accountability for systems, security and programmatic oversight, resource management, team development
Preferred Qualifications
- IT leadership experience in a higher ed environment desirable
