Job Summary

Without appreciable supervision, This position is responsible for administering security programs and procedures for classified and/or proprietary materials, documents, and equipment for an assigned area(s). The CPSO/CSSO will Initiate plans, projects, and develop a schedule in order to meet project goals.
The CPSO/CSSO will respond to a variety of inquiries of complex and diverse problems using a comprehensive knowledge of the National Industrial Security Program (NISP, NISPOM, NISPOM SUP, DOD 5205.07 series, DOD 5200.01 series, ICD) and a complete and thorough understanding of established policies, procedures, and practices for safeguarding National Security Information.
Exercises considerable judgment to develop solutions while providing leadership and guidance to employees, supervisors, managers, and contractors on appropriate action(s) to be taken to ensure compliance with the classified security program.
This position performs Security responsibilities regarding Special Access Programs (SAPs) and Sensitive Compartmented Information (SCI) including day-to-day coordination of program security disciplines with Program Management.
Must possess the ability to identify issues and develop solutions to a variety of complex problems of diverse scope. Excellent communication, analytical, computer, and interpersonal skills are required. Must be able to effectively interface, influence, and counsel employees, managers, and external contacts; analyze and interpret data; initiate and plan projects; produce appropriate clear, concise and detailed documentation; and, present results to a variety of audiences. Must be able to work independently and on a team.
DUTIES AND RESPONSIBILITIES:
- Analyze, investigate, and resolve classified security issues while providing leadership and guidance to employees, supervisors, managers, and contractors on actions(s) to be taken to ensure compliance with the classified security program.
- Administer and coordinate all aspects of security activities in accordance with company policies and procedures to ensure compliance with federal security regulations, directives, and manuals for safeguarding National Security Information.
- Establish and maintain liaison with government agencies, external customers, contractors, employees, and managers to ensure compliance with National Policy.
- Coordinate with government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with regulations.
- Plan, develop, and manage specialized security programs and procedures for both classified and proprietary materials, documents and equipment (OPSEC).
- Develop, review, and implement DOD classified procedures.
- Oversee primary custodian for incoming and outgoing DOD documents.
- Prepare, review, and submit personnel security access requests.
- Investigate and review all security violations, preparing reports, and recommending specific preventive and corrective action to be taken.
- Implement visitor control procedures ensuring compliance with the National Industrial Security Program Operating Manual (NISPOM).
- Act as security spokesperson to brief/debrief personnel.
- Develop, implement, and manage Standard Operating Procedures and Automated Information Systems
- Respond to day-to-day security needs of the program staff in the position of Alternate/Assistant Contractor Program Security Officer.
- Maintain the strict confidentiality of sensitive information.
- Able to work extended hours and travel as required.
- May represent the company as the prime contact on external project(s).
- Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Expected to work in a safe manner in accordance with established operating procedures and practices.
- Serve as the focal point for receiving, processing, distributing, and controlling all classified documentation (hard copy and electronic media) entering or leaving the facility, including electronic data transfer.
- Prepare, review and process personnel security clearance requests.
- Implement visitor control procedures ensuring compliance with National Policy
- Maintain receipt and dispatch, document control, personnel records, and combination records.
- Implement and manage access control system for the company and/or assigned business unit classified areas.
- Access, review and submit Program Access Request using JADE and other Government Systems as required.
- Maintain PERSEC forms and data in accordance with National Policy
- Prepare and administer program indoctrination and debriefings. Analyze, investigate, and resolve classified security issues while providing leadership and guidance to employees, supervisors, managers, and contractors on actions(s) to be taken to ensure compliance with the classified security program.
- Prepare and submit status reports to applicable government agencies, with review as appropriate from security management and/or Company management.
- Oversight of SAPs to include support development, review, and maintenance of program security documentation for SAP.
- Set up SAPF in accordance with National Policy (physical security, facility security and access control, network and IT security, cryptography, personnel, etc.).
- Manage the annual inventory of accountable holdings in accordance with policies and procedures.
- Other duties as assigned or required.

Job Qualifications
- Typically requires a Bachelor's degree in Business Administration or a related discipline and ten or more years of professional classified security experience in a corporate or government environment. May substitute equivalent experience in lieu of education.
- Experience as a CPSO or CSSO in a corporate or government environment is preferred.
- Experience with DOD processes and procedures or an equivalent regulatory environment and/or military training is a plus.
- Completion of Industrial Security Management, DCSA Certification, and COMSEC courses as well as access control database experience preferred.
- Ability to obtain SAP/SAR and SCI accesses
