Non-Competitive Qualifications for appointment under the NY HELPS Program:
- A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science
OR
- A bachelor's or higher-level degree in any field and one year of experience in information technology
OR
- 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology
OR
- Two years of professional experience in information technology.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.2 or 70.4 of the Civil Service Law.
Transfers:
For 52.6, 70.1 or 70.4 transfer to a(n) Information Technology Specialist salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description
- Conduct or assist in business/systems analysis.
- Develop, prepare, and assist with documentation preparation for the system, including run books for computer operations staff, procedural manuals and on-line helps instructions for users, and technical documentation manuals for IT staff.
- Perform installation, administration, testing, and maintenance of hardware and software.
- Utilize job stream scheduling techniques, Job Control Languages, and utility programs to identify, analyze, and solve production problems/issues.
- Participate in the selection process for hardware, software, and maintenance; and may participate in the procurement process.
- Deploy, configure, and maintain and assist in developing and planning networked systems.
- Assist in the development of enterprise information security procedures and protocols.
- May provide and administer training in hardware and software technologies.
- Supervise lower-level IT staff.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
