Who We Are Looking For
This TEBS Policy Analyst will draft, review, and update IT policies and procedures based on regulatory requirements, best practices, and organizational needs. They will work as the primary liaison with other departments to address IT policy needs related to TEBS and the County. They will conduct data analysis , make policy and audit recommendations, and are responsible for succinctly communicating complex issues to various stakeholders throughout government. This position will work collaboratively with others to draft and create policies around complex and interdisciplinary issues, such as departmental and county-wide policy, cybersecurity, and technology ethics. They will independently conduct or serve as project leader for the organization and development of a comprehensive documentation of TEBS policy and procedures in a way that is accessible and serves the needs of all users. Supporting TEBS leadership, the TEBS Policy Analyst will be expected to write concise analysis and recommendations, contribute data analysis to larger written products, and support the CIO’s office with timely analysis and memos. Advanced competencies in IT-related fields and policy will drive performance in this role.
What You'll Be Doing
This TEBS Policy Analyst will :
- Draft and update IT policies and procedures based on regulatory requirements, best practices, and organizational needs. Conduct a yearly review of all TEBS policies to ensure they have an identified owner and are still needed, relevant, and updated.
- Lead on writing updates to the IT-related Administrative Procedures owned by the Office of Management and Budget (OMB) .
- Conduct research and analysis to understand emerging IT issues and propose policy solutions.
- Evaluate the effectiveness of IT policies through audits, feedback mechanisms, and performance metrics. Recommen d improvements to policies based on evaluation findings and changing organizational needs. Maintain documentation related to IT policies, procedures, and compliance activities.
- Identify IT risks and vulnerabilities and propose mitigation strategies. Collaborate with IT security teams to ensure policies align with cybersecurity standards and practices. Ensure IT policies adhere to relevant laws, regulations, and standards (e.g., GDPR, HIPAA, etc.) applicable to local government operations. Keep abreast of changes in regulations and update policies accordingly. Draft responses to Office of Internal Audit (MCIA) audits; OIG audits/investigations related to suspected fraud, waste, and abuse; and audits from auditors who conduct the County’s Comprehensive Annual Financial Review (ACFR). Work with departmental contacts and partners to provide responses and updates.
- Lead and liaise as IT policy representative for departmental and County-wide programs and initiatives, including AI Center of Excellence, state and federal legislation input, and cybersecurity. Support IT projects by providing advice and guidance on technology development and ensuring compliance with established policies. Collaborat e with project teams to integrate policy requirements into project plans and deliverables.
- Communicate IT policies to staff and stakeholders through training sessions, presentations, and documentation. Provide guidance and support to staff regarding policy interpretation and application. Engage with various stakeholders , including department heads, elected officials, and the public, to gather input on IT policies and address concerns. Build relationships with internal and external stakeholders to promote policy adoption and compliance. Prepare reports and presentations regarding IT policy adherence and effectiveness for management and regulatory bodies .
Minimum Qualifications
Experience: Five (5) years of professional experience in the information technology field in areas such as programming, systems analysis, and data/telecommunications, depending on the duties of the position.
Relevant Areas Of Experience Below
- Experience with drafting and revising policy , specifically around technology.
- Experience responding to internal audits and coordinating follow-up action.
- Knowledge of and experience working with federal, state, or local policies and ensuring compliance.
Education: Bachelor’s degree in computer science or a related field from an accredited college or university, or certifications in specific programming languages or operating systems may be required, depending on the duties of the position. Programming languages might include Visual C++, Visual J++, C++, C, SQL, PowerBuilder, Oracle Developer 2000, and COBOL.
Equivalency: An equivalent combination of education and experience may be substituted. For applicants possessing very hard to find skills which are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements.
Preferred Criteria, Interview Preferences
All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Employees meeting minimum qualifications who are the same grade or higher will be placed on the Referred List as a “Transfer” candidate and may be considered for an interview.
Preference for interviews will be given to applicants with experience in the following:
- Knowledge of current technology, IT trends, technology policy , and industry standards related to the work of TEBS.
- Knowledge of relevant laws, regulations, policies, and standards (e.g., GDPR, HIPAA, etc.) applicable to local government operations .
- Skill in drafting and updating policy based on regulatory requirements, best practices, and organizational needs .
- Skill in researching, analyzing, and providing stakeholders with recommendations based on findings, policy, and standards.
- Ability to e valuate the effectiveness of IT policies through audits, feedback mechanisms, and performance metrics .
- Ability to communicate with peers, stakeholders, and other parties through various means of communication, including presentations, phone calls, and training sessions.
