WORK OBJECTIVE
The Chief Information Officer (CIO) will provide overall responsibility for the operational aspects of Authority-wide information technology (IT) department. The CIO will lead the planning and implementation of the technology operations to support all business units and business operations. This position will provide strategic and tactical planning, development, evaluation, and coordination of the information and technology systems for the Authority that are supportive of the Authority’s goals and objectives. Reporting to the Chief Technology Officer (CTO), the CIO will ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT performance.
Essential Functions
- Participate in the development and implementation of the Strategic Plan as it relates to making NFTA a more effective, dynamic and mission driven organization.
- Establish IT departmental goals, objectives, staffing levels and operating procedures.
- Lead IT strategic, tactical, and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization.
- Facilitate communication between staff, management, vendors, and other technology resources within the organization.
- Responsible for the management of multiple information and communications systems and projects, including voice, data, imaging, and office automation.
- Design, implement, and evaluate the systems that support end users in the productive use of computer hardware and software.
- Develop and implement user-training programs.
- Oversee and evaluate back up procedures. Supervise the Network Administrator.
- Support the Authority’s digital strategy.
- Identify opportunities for the appropriate and cost-effective investment of financial resources in IT operational systems and resources, including: staffing, sourcing, purchasing, and in-house development.
- Track and control the Information Technology annual budget for operations.
- Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale.
- Promote and oversee relationships between IT resources and internal customers and related vendors.
- Perform additional duties and tasks as required.
KNOWLEDGE, SKILLS And ABILITIES
Experience with desktop, notebook, handheld, and server computer hardware. Familiarity with local and wide area network design, implementation, and operation. Knowledge of various office productivity software programs such as word processing, databases, spreadsheet programs, and communications software. Familiarity with various computer peripherals such as printers, monitors, modems and other equipment. General knowledge of business processes and their interrelationship gained through seven or more years of related experience. Ability to analyze and resolve complex issues, both logical and interpersonal. Effective verbal and written communications skills and effective presentation skills, all geared toward coordination and education. Ability to negotiate and defuse conflict. Self-motivator, independent, cooperative, flexible, creative.
Minimum Qualifications
Minimum of 10 years of experience with increasing responsibilities for management and support of information systems and information technology, direct management of a major IT operation is preferred. Experience in a transportation or government setting is desirable, specifically in technology and information systems planning to support business goals. Experience should also include exposure to both shared and outsourced solutions, as well as support of in-house information and communication systems in a multi-site client-server environment.
Requires a bachelor's degree in Computer Science, Business Administration or a related field or equivalent experience.
