Job Description Summary
WVNCC seeks applicants for Chief Information Officer.
As a member of the President’s Cabinet, the Chief Information Officer (CIO) serves as the principal technology leader for the College providing vision and leadership for information technology strategies and initiatives college-wide; leads the College's ongoing commitment to support and promote the strategic use of information technology to advance the overall mission of the College and to improve student success; and leads and manages the Information Technology (IT) Department, including academic and administrative computing, networking, support services, classroom and instructional technology, programming services, and telecommunications. Collaborates with college leadership to identify and address strategic priorities and to implement IT-focused initiatives building the capacity of an increasingly technology-enabled institution.
The IT Department is committed to providing the college with high-quality service through the selection, implementation, advancement, and support of technology. In collaboration with the IT team, the CIO plans, designs, coordinates and directs all operational activities in the IT Department while supervising the work of all IT Department personnel.
The CIO uses data to ensure data-driven decisions in the selection and implementation of technology solutions. The CIO oversees the development and enforcement of college IT policies and procedures plus compliance with applicable state and federal guidelines, including Graham-Leach-Bliley Act and FERPA. The CIO researches emerging IT applications and solutions that improve learning, institutional effectiveness and increase security. The CIO oversees contract negotiations with IT vendors, contractors, and service providers in collaboration with the Business Office/CFO.
Responsibilities And Duties Include But Are Not Limited To
The CIO has responsibilities in five (5) key areas:
- Strategic Vision and Leadership:
- Provides proactive leadership and vision for the development and use of information systems, resources, and technology to further the College’s mission and support the academic, student, and administrative operations of the institution.
- Leads the organization’s strategic and tactical planning, organizational management, financial management, and project governance and manage day-to-day IT operations, including network and systems management, end-user support, and business intelligence capabilities (e.g., improved ability to measure key business metrics).
- Drives organizational innovation, seeks opportunities to define competitive differentiation and adopt leading and innovative technologies to support and challenge leadership and faculty to create an extraordinary student experience.
- Leads and directs the College’s IT Department and workforce.
- Provides institution-wide leadership and direction in the management and operation of shared information services across the College.
- Planning and Accountability:
- Establishes and maintains a five-year IT Master Plan for the College that aligns with the five-year strategic plan and related long-term planning documents.
- Serves as a connector and collaborator, working with college leadership and key stakeholders to leverage technology to advance and support the mission and goals of the different units of the College.
- Supports a client-centric culture that delivers a consistently excellent client experience, where clients are defined as students, parents, faculty, staff, trustees, donors and visitors.
- Engages in ongoing proactive assessments of all current informational systems to evaluate functionality, efficiency, integrity, cost-effectiveness and integration with a view to develop long-term strategic plans for system improvements.
- Works with executive team members, department heads, deans, support staff and appropriate standing committees to develop and implement policies and procedures governing acquisition/procurement, configuration, operational integrity, and security of information technology systems.
- Supervises the development of web components to improve the functionality and accessibility of database information to internal and external users.
- Supervises the maintenance of current information system products.
- Works closely with the Planning, Institutional Effectiveness and Research (PIER) team to promote data as an institutional asset.
- Oversees planning and response to internal and third-party audits and serves as primary IT contact for third-party audits.
- Development of the IT Workforce and End Users:
- Recruits, selects, develops, supervises and evaluates a team of information technology professionals and support personnel.
- Continuously develops the technical, leadership, and communications skills of the IT staff.
- Maintains a focus on diversity and inclusion, and a culture where staff feel valued and add value.
- Ensures equitable access to technology for faculty, staff and students.
- Educates end users to optimize use of technology.
- IT Budget and Procurement:
- Works with the executive team to develop an annual budget.
- Facilitates procurement and monitors vendor agreements.
- Monitors monthly variance reports to ensure that the department operates within budget parameters.
- Information Security and Privacy:
- Ensures IT data security, risk management, disaster recovery and business continuity planning processes are in place.
- Researches, purchases, and implements information security-related products and services.
- Directs institutional IT security policy, operations and monitors compliance.
- Conducts risk assessments and audits.
- Develops, leads, and reviews information security incident response and investigation procedures.
- Develops, administers, and audits information security awareness training programs.
- Coordinates with internal and external stakeholders to research, evaluate, and respond to threats.
- Serves as the official Data Protection Officer (DPO) for GDPR-related inquiries.
- Oversees data integrity to ensure the security of all digital assets.
Qualifications And Requirements
Education Level
- Master’s degree in Computer Science or related field (Req)
- Bachelor’s degree in Computer Science or related field (Pref)
A combination of education and experience may be considered for this position.
Experience
- 5 years progressively responsible experience in higher education leadership and management related to administrative and academic computing, information systems, hardware, software and/or IT security (Req)
- 3 years of experience in a senior management role working with IT guidelines and requirements (Req)
- 5 years managing departments and projects (Req)

- Oversight/Supervision of services: Assessment Data Management, SQL, Banner, Microsoft Office, Windows.
