Job Description

Quantech has an immediate opening for a Senior Program Manager supporting the Cryptologic and Cyber Systems Division (AFLCMC/HNC) located at Lackland AFB, TX. The HNC division provides life cycle management for information assurance and other critical systems, with its primary mission being cyberspace support. Responsibilities include technology development, acquisition, sustainment, and demilitarization of cybersecurity systems. The division also provides product support for essential Air Force, DoD, and national intelligence systems, ensuring warfighter access while denying adversaries.

Key Responsibilities include (but are not limited to):

Comprehensive knowledge of systems acquisition, DoDI 5000.2, and DoD/Air Force relationships for strategic and tactical program planning.
Expertise in JCIDS process, Middle Tier Acquisition, Planning, Programming, Budgeting, and Execution (PPBE), and Government Cost Estimates.
Assisting the program manager in maintaining program schedules, identifying execution risks, and recommending solutions.
Planning, researching, and analyzing system acquisition in terms of development, production, and deployment, meeting cost, schedule, and performance objectives.
Facilitating meetings with program office teams, stakeholders, and industry to address warfighter capability gaps and emerging technologies.
Developing acquisition strategies, including drafting Acquisition Strategy briefs and leading Acquisition Strategy Panel processes.
Supporting the development of statutory and regulatory acquisition documentation for Milestones A, B, and C.

Job Requirements:

Security Clearance: TSSCI required
Experience: Minimum 10 years of relevant experience, including 3 years in the DoD, or 15 years of directly related experience with appropriate certifications.
Experience with Agile Software Development, DoDI 8000.87 (Software Acquisition Pathway), and Scrum methodologies.
Exposure or experience using JIRA and Confluence tools for program management.
Strong leadership, team-building, and strategic planning skills.
Proficient in Microsoft Office applications, including Microsoft Project.
Experience in identifying acquisition strategy issues and proposing solutions.

Salary: $120,000 (commensurate with experience and qualifications)

Travel: 0-10%
