Overview:

Sara Software Systems is seeking a highly skilled Program Manager with extensive experience managing federal IT projects. The ideal candidate will be responsible for overseeing multiple projects, managing schedules and tasks, and collaborating with stakeholders and partners. This role requires a professional who is dedicated, detail-oriented, and has a proven track record of delivering successful IT programs within federal environments.

Key Responsibilities:

Oversee and manage multiple federal IT programs and projects, ensuring successful delivery within scope, budget, and schedule.
Lead project teams and provide strategic direction and guidance to ensure alignment with client objectives and organizational goals.
Collaborate with stakeholders, including government clients, subcontractors, and team partners, to ensure effective communication and project execution.
Develop and maintain detailed project plans, including schedules, budgets, and risk management plans.
Implement and manage program governance frameworks and processes, ensuring compliance with federal regulations and standards.
Resolve conflicts, manage risks, and ensure the timely completion of project milestones.
Provide regular status updates and reports to senior management and clients.

Qualifications:

Bachelor’s degree in Information Technology, Computer Science, or a related field from an accredited college/university.
Active Project Management Professional (PMP) certification.
Minimum of 10 years of program management experience with government programs in the IT sector, overseeing project managers, managing schedules, and collaborating with stakeholders.
Extensive experience in managing large-scale IT programs, including BPAs/IDIQs with multiple Task Orders valued over $100M.
Demonstrated expertise in risk management, schedule and budget control, and conflict resolution.
Strong leadership and management skills with a proven ability to deliver complex projects on time and within budget.
Experience with federal IT regulations, compliance standards, and cybersecurity best practices.
Excellent communication, interpersonal, and stakeholder engagement skills.
Proficiency in project management tools such as Microsoft Project, IBM Rational Tool Suite, and Agile/Scrum methodologies.

Preferred Experience:

Previous experience managing IT projects for federal agencies such as the IRS, USCB, SEC, and other related federal organizations.
Knowledge of ITILv3 and ITIL 4 frameworks.
Experience with modernizing legacy systems, implementing DevSecOps practices, and conducting large-scale software testing.
