Information Systems & Telecommunications Manager
DEPARTMENT: INFORMATION TECHNOLOGY
GENERAL DESCRIPTION:
This is a leadership role that performs professional work providing operational support to and management of the County’s information technology infrastructure and team members. This role requires a strategic thinker with strong leadership skills, technical expertise, and a proven track record implementing and managing information technology solutions. This is a highly skilled position, working under the general direction of the Information Technology Department Director.
ESSENTIAL JOB DUTIES:
· Provides management and oversight for the County’s information technology infrastructure, systems, and services
· Develops and manages the Information Systems & Telecommunications (IS&T) Division’s annual operating and capital expenditure budgets to ensure consistency with overall strategic objectives
· Establishes, documents, and communicates technology-related goals and objectives to team members
· Defines and documents internal processes and procedures related to IS&T Division staff duties and responsibilities
· Ensures compliance with governance, security and audit policies, procedures and best practices
· Supervises, evaluates, plans work objectives, establishes priorities and/or corrective actions for the information technology staff; ensures completion of routine and ongoing support functions
· Fosters a collaborative and innovative team culture to drive excellence in IT service delivery
· Provides project management and leadership for technology projects and implements enterprise technology strategies
· Manages routine/scheduled audits of all systems, including all backups
· Ensures the security, reliability, and performance of networks, servers, and systems
· Provides leadership in resolving escalated technical issues and ensure timely and effective user support
· Recommends the selection and acquisition of hardware, software, and IT-related services and equipment
· Tracks and maintains IT hardware and software inventory
· Partners with internal and external partners to communicate project status, activities, and achievements
· Develops and maintains relationships with suppliers and service providers; negotiates contracts and agreements with suppliers and service providers to ensure cost-effectiveness and service quality
· Ensures service providers perform to contractual SLAs and service obligations
MINIMUM QUALIFICATIONS:
Education/Experience:
Bachelor’s degree in Computer Science or related field and a minimum of (10) ten years of related working experience. A minimum of (3) three years in an information technology management role.
Licenses, Certifications, or Registrations:
- Valid Florida driver's license
- Information Technology Management and Leadership Professional (ITMLP) desired
- Certified Information Systems Security Professional (CISSP) desired
- Project Management Professional (PMP) desired
Knowledge, Abilities, and Skills:
· Expert knowledge of IT best practices, policies and regulations
· A clear understanding of client/server technology and network architecture
· In-depth understanding of computer science and cybersecurity

· Specific knowledge of and proficiency with:
- Physical and virtual servers and networks
- Network switching and routing
- Microsoft Active Directory (users, computers, servers) management
- Microsoft Entra ID management
- Network operating systems (Windows Server and Linux)
- End Point Protection Systems / Extended Detection and Response
- Enterprise applications management
- Enterprise disaster recovery systems management
- SAN/NAS, CIFS, and iSCSI storage environments
- Domain Name System (DNS) management
- Microsoft Exchange email systems; including Exchange Online
- SQL databases
- Sustainment of servers, storage, backup, and network services
