Office of Information Technology Service (ITS) is seeking a
Specialist III
Duties/Responsibilities:
- Acts in a leadership role and ensures the IT architectural integration strategy aligns with the overall program strategy and is in line with evolving business trends and technology capabilities.
- As a Lead Architect, you will become a hands-on leader in shaping the technical direction for the overall IES Program contributing effectively to IES Solution Platform and Platform-based products.
- Participate and aid in the adoption of the development and implementation of the product development methodology, architecture governance model/framework, standards/policies.
- Make sustainable technical and architectural decisions for workstreams and products, ensuring high levels of quality.
- Work closely with ITS Principal/Domain Architects and Engineering to ensure cross-domain alignment with technical strategy.
- Engage with Product Strategy and Foster innovation by collaborating with Workstream Architects/SMEs/PMs and conducting PoC/prototypes/research that leads to informed new initiatives.
- Contribute/participate in design reviews in Architecture Review Boards to ensure all solutions and projects adhere to the established architectural standards and strategies.
- Oversee and provide technical advice, guidance, and support for various IES projects.
- Guide the technical discussions with state, local and vendor implementation teams and technical deliverables to ensure alignment between proposed solutions and the program's standards.
- Navigate the ambiguity that exists in iterative product development.
- Other duties as assigned.
Mandatory Qualifications:
- Level III - More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Specialist.
- Five or more years of experience with proven success leading the development of architectural strategies and roadmaps for solutions that solve business problems and meet internal long-term goals across multiple IT functional areas involving hybrid cloud deployments.
- Five or more years of experience working with leadership teams and driving delivery teams in an influential role to deliver architecture results based on business objectives, technology direction, service level agreements, and approved funding.
Desirable Qualifications:
- Three or more years of working experience leading solution implementation for government agencies in care management, eligibility system domain with experience in integrating services like case management, claims management, financial management.
- Five or more years of working experience with design and implementation of software frameworks, reusable components, and shared services for case management systems using .NET or JEE technology.
- Experience working on modernization projects that require knowledge and skill across multiple technical domains like Mainframe Systems, Open Systems, Client-Server Applications, Modern Web Systems, SOA.
- Five or more years of experience working with enterprise-wide architectures and designs across multiple IT functional areas with the insight of identifying opportunities for capability reuse and business transformation.
- Five or more years of working experience with foundational technology components including rules engines, API gateway, BPM, IVR, noticing engine, workflow engines, middleware components, MDM, identity and access management, and ETL.
- Certified in applicable industry and government standards and frameworks such as TOGAF, Cloud Architecture, ITIL, Project Management, etc.
- Two or more years of experience working in implementing solutions for state or local government, preferably in Health & Human Services applications such as SNAP, PA, HEAP, CARE MANAGEMENT, etc.
- Bachelor's degree in computer science or engineering, information systems, systems analysis, or related discipline.
