The purpose and mission of the Office of Public Health and Safety works to address root causes of crime and reduce violence in Indianapolis neighborhoods. The office convenes public safety and public health agencies along with community partners to execute focused policy efforts in the areas of food security, offender re-entry, and homelessness. The office acts as the coordinating agency for Mayor Joe Hogsett’s violent crime reduction strategies and comprehensive criminal justice reform efforts. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the constituents of Indianapolis and Marion County.
Job Summary
Position is responsible for the management, facilitation, and delivery of catalytic community and economic development projects that further equitable community development, in addition to coordinating employment projects or initiatives for OPHS Re-entry. Incumbent in this position will identify service providers and develop strategies for reintegrating re-entrants concerning employment in the city and county. Incumbent will leverage local, state, federal, philanthropic, non-profit, and private partnerships to facilitate strategic initiatives across OPHS and other departments. Incumbent will serve in an advisory capacity to the Administrator of Re-entry on employment issues regarding reentrant needs. Independent judgment is used on a regular basis and will operate within established standard policies and procedures. Position reports to Administrator Offender Re-entry.

Position Responsibilities
- Provides support and community outreach along with education regarding employment opportunities for employment service providers and re-entrants
- Coordinates response to calls for service from community stakeholders concerning employment concerns
- Identifies potential funding opportunities, resources, and partners to sustain coordinated employment initiatives or services for re-entrants
- Develops and maintains supportive relationships with area service providers, coalitions, social service, and human services agencies
- Creates and implements coordinated re-entrant employment initiatives for the county
- Facilitates meetings with nonprofit organizations, other government partners, and faith-based communities
- Provides tactical and thought leadership on policy development and strategic initiatives in partnership with the Administrator – Community and Economic Development, Chief Policy Officer, and Deputy Director – Strategy and Collaboration
- Helps with establishing policies and procedures for the agency and city and ensures they are adhered to in an effective manner
- Serves on external committees, advisory groups, and councils to maintain and foster supportive relationships and provide information for re-entry employment initiatives, programs, activities, and events
- Works with INDOC and prison administration officials to foster the development and use of evidence-based practices for pre-release employment opportunities
- Prepares analyses of employment opportunities for re-entrants and answers requests regarding employment data, community assets, and gaps in services for the targeted population
- Works closely with the Director of Re-entry, Director of Public Safety, Mayor's Office, City-County Council, and the Marion County Re-entry Coalition to support the mission of Re-entry for the city and county re-entrant population
- Manages and facilitates the progress and results of multiple projects of average to high complexity
- Executes policies for city community and economic development projects under the Director, Administrator, OPHS executive leadership team, elected officials, community groups, and other key stakeholders
- Understands, influences, promotes, and effectively presents the city strategy regarding community and economic development
- Assures compliance with the city's policies, laws and regulations, project scope of work, budget, schedule, and quality expectations

Qualifications
Minimum Job Requirements and Qualifications
Bachelor's Degree in Criminal Justice, Social Services, Social Work, or a related field or related work experience, with three (3) years' work experience in reentry-related activities, community development, public administration, and or criminal justice-related activities. An equivalent combination of education and work experience may be substituted in lieu of a degree. Must collaborate with neighborhood organizations, government agencies, and affiliate not-for-profits. Must be able to communicate effectively both orally and in written formats. Must be able to make public presentations on behalf of the OPHS Re-entry division. Knowledge of the city government's operations, the criminal justice system, and the ability to acquire essential pertinent knowledge when needed. Must be able to build strong community relationships and have the ability to manage several assignments concurrently. Must be proficient in Microsoft Office.
