Job Summary
This position is located in the Department of Licensing and Consumer Protection (DLCP), Office of the Director. DLCP protects the health, safety, economic interests and quality of life of residents, businesses and visitors in the District of Columbia by ensuring code compliance and regulating business. DLCP is responsible for regulating business activity in the District of Columbia. The agency protects consumers, issues business and professional licenses, registers corporations, inspects weighing and measuring devices used for monetary profit, and issues special events permits.
The incumbent in this position provides expertise in designing solutions and managing information technology (IT) resources for DLCP. In addition, the Chief Information Officer is responsible for providing information and technology systems vision and leadership in the strategic planning, development and implementation of the agency’s information management and technology program.
Duties And Responsibilities
Plans and directs program operations by establishing goals, objectives, short- and long- range plans and projects, and develops and interprets operating and program policies and procedures. Reviews, evaluates, and revises automated systems to ensure they support current agency business practices and service delivery. Defines project task requirements through appropriate planning, implementation, reporting on, and evaluating projects and tasks. Directs the efforts to evaluate, recommend and implement information, telecommunication technology management plans and systems for use by the agency and its components including technical, managerial, operational, and feasibility assessment. Provides clear technical goals and objectives, and work techniques that promote success.
Directs the selection, installation and maintenance of computer systems software and hardware for all agency computing platforms. Analyzes operating systems, operating systems software and utilities supplies by the hardware manufacture and/or other vendors to determine optimum configuration for the installation and impact on existing systems, systems design, programming, testing and operating procedures. Analyzes software and/or hardware problems. Provides solutions, solves a wide range of operational and support problems to meet customer requirements. Directs systems designers, engineers and programmers in the use of systems software and utilities as related to application programs. Designs, implements, and evaluates the systems that support end users in the productive use of computer hardware and software.
Qualifications And Education
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics,
or technology management
or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
Individuals must have IT-related experience demonstrating each of the four competencies listed below:
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers.
- Oral Communication - Expresses information to individuals or groups effectively.
- Problem Solving - Identifies problems; determines accuracy and relevance of information.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Promotion Potential: No known promotion potential.
Collective Bargaining Unit (Union): This position is not covered under a collective bargaining unit.
Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations,
Suitability – Security Sensitive.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
