We’re looking for a Head of Technology, to manage all aspects of technology strategy, execution, and innovation for the organization’s US Family Health Plan (USFHP) operations.
This position requires expertise in healthcare IT, cybersecurity, and compliance with Department of Defense (DoD) regulations. Overseeing IT infrastructure, application development, cybersecurity protocols, and data management systems, ensuring secure, efficient, and compliant operations under the DoD contract including familiarity with regulations such as DFARS and NIST 800-171.
Key Responsibilities:
Technology Strategy & Leadership:
- Develop and implement the organization’s technology strategy to support the goals of the USFHP contract, ensuring alignment with DoD requirements and the needs of healthcare beneficiaries.
- Lead the integration of innovative technologies to improve service delivery, patient experience, and operational efficiency.
- Collaborate with executive leadership and department heads to ensure technology initiatives are aligned with business priorities and long-term strategic goals.
- Oversee all IT operations, including infrastructure management, software development, and technical support, to ensure seamless service for members and compliance with DoD and healthcare industry standards.
Team Leadership & Development:
- Build and lead a high-performing IT team, fostering a culture of collaboration, accountability, and innovation.
- Provide mentorship and professional development opportunities for team members, cultivating technical expertise and leadership capabilities within the organization.
- Manage the IT budget effectively, ensuring the organization’s resources are allocated in line with both operational needs and the strategic technology roadmap.
- Develop and implement security training programs for staff to build awareness and ensure compliance with DoD and HIPAA security protocols.
IT Infrastructure & Operations:
- Oversee the design, implementation, and maintenance of a secure, scalable, and reliable IT infrastructure that supports the needs of USFHP members and complies with DoD standards.
- Manage all technology systems, including cloud services, data centers, and network infrastructure, ensuring high availability and security.
- Coordinate with external technology vendors and service providers to ensure adherence to DoD security requirements, including securing sensitive data in transit and at rest.
- Oversee the adoption of secure cloud computing solutions while maintaining control over data integrity and compliance with all relevant regulations.
Digital Transformation & Innovation:
- Lead digital transformation initiatives focused on improving patient care, access to services, and operational efficiency through technology innovation.
- Drive the adoption of advanced health IT solutions, including electronic health records (EHR), telemedicine, and patient portals, ensuring secure, user-friendly interfaces.
- Leverage data analytics to improve decision-making, patient outcomes, and overall program performance.
- Stay updated on the latest technology trends, especially those applicable to healthcare and defense, to identify opportunities for further innovation and improvement.
Cybersecurity & Compliance:
- Develop and manage a comprehensive cybersecurity program that meets or exceeds DoD standards, including compliance with DFARS, NIST 800-171, HIPAA, and HITECH.
- Ensure compliance with all federal and defense-related regulations governing the handling of sensitive information, including Controlled Unclassified Information (CUI) and Personally Identifiable Information (PII).
- Lead efforts in managing security risks through proactive threat analysis, vulnerability assessments, and regular security audits.
- Oversee incident response planning and the execution of security breach protocols, working with federal authorities and internal teams to ensure minimal disruption and data protection.
- Maintain a robust relationship with DoD contract officers and compliance auditors, ensuring transparent reporting and communication regarding cybersecurity and technology operations.

Qualifications:
- Education: Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field is required. A Master’s degree or relevant certifications is preferred.
- Experience:
- Minimum of 10+ years of experience in IT leadership, with at least 5 years in a senior leadership role.
- Extensive experience working with DoD contracts and familiarity with the requirements of defense-related cybersecurity standards (DFARS, NIST 800-171, etc.).
- Proven track record in managing IT and cybersecurity in a healthcare or insurance environment, with experience in HIPAA and HITECH compliance.
- Demonstrated experience in developing and executing technology strategies, leading digital transformation initiatives, and managing large-scale IT infrastructure projects.
- Skills:
- Strong understanding of DoD security and compliance standards, including data protection protocols for Controlled Unclassified Information (CUI) and Personally Identifiable Information (PII).
- Expertise in risk management, vulnerability assessments, and incident response in high-security environments.
- Exceptional leadership, communication, and collaboration skills, with the ability to build relationships across all levels of the organization.
- Ability to navigate complex regulatory environments and manage relationships with DoD and federal agencies.
