The Analysis Innovation Department within MITRE’s Intelligence Center develops creative solutions to evolve complex, mission essential capabilities, bringing expertise in developing analytic solutions, data science, and workforce and business process maturation. We define, architect, design and prototype creative ways to integrate and fuse all-source intelligence and new sources of data to empower analysts and inform the programmatic and technical direction of new and existing programs.
The Department develops unique ways to receive and integrate all-source intelligence, increase sharing of tactical and strategic intelligence, support situational awareness and specific missions, and create products that are more useful customers that include the Combatant Command J2s. The Department oversees development of advanced analytic solutions to address intelligence analysts needs in answering critical intelligence needs. This work requires a comprehensive understanding of IC analysts’ capabilities, and the ability to propose methods that allow the customers to manage their investment and progress in developing solutions as a portfolio.
Roles & Responsibilities:
The successful candidate will be passionate about working with the customer to understand their current investment strategy and needs, understand and communicate current capabilities and shortfalls, and define best practices and reporting that allow the customer to manage cost and progress across a set of developing analytics, and a strategy and plan to migrate a set of individually funded efforts to new, integrated methods for programmatic and technical direction.
The successful candidate will:
- Provide expertise to support, guide, and advise Sponsors in applying sound analytic methods and proven tools to achieve well-rationalized solutions to complex decision problems.
- Support quantitative analysis using operations research, statistics, and modeling techniques as inputs to optimize Sponsor decisions.
- Assist and guide decision makers towards better decisions in complex and uncertain situations.
- Help Sponsors improve the quality of the decisions relative to the expected consequences, the stated preferences, and risk tolerance of the decision maker(s).
- Support development and application of decision analytic frameworks to help Sponsors think systematically about objectives, preferences, and the structure and uncertainty in the problem.
- Quantitatively model these and other important aspects of the problem inclusive of their dependencies and interrelationships.
- Research and analyze decision analytics tools and identify alternative techniques and approaches to improve Sponsor decision making.
Basic Qualifications:
- Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
- An active TS/SCI clearance
- A clear understanding of the Intelligence Community and Department of Defense acquisition and budgeting processes for Military and National Intelligence Programs.
- A working knowledge of the Federal Acquisition Regulations and Department of Defense Instructions on Acquisition and Contracting.
- This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications:
- A Bachelor’s Degree in a field relevant to national-security, program management, or defense acquisitions.
- Detailed understanding of the IC’s Intelligence analytical domain
- Proven track record of partnering with external organizations, including with the government, academia and industry to ensure capabilities and platforms are strategically leveraged in the execution of programs
- Demonstrated ability to work well in collaborative and dynamic environments that foster innovation in areas that provide enhanced capabilities to MITRE’s sponsors and that result in significant operational benefit to the Nation.
- Excellent communication and writing skills, including demonstrated ability to articulate complex topics to sponsors and staff.
