About The Project
Through the Private Sector Engagement Modernization Contract (PSEMC), Dexis supports the U.S. Agency for International Development’s (USAID’s) Private Sector Engagement (PSE) Hub to expand and deepen collaboration with the private sector to achieve greater development outcomes. The PSE Hub’s mission is to create the institutional conditions, operating infrastructure, and capacity necessary to expand engagement with the private sector in the United States and partner countries. The PSE Hub works to transform and modernize how USAID does development by institutionalizing USAID’s PSE policy and delivering capacity- and systems-building support for PSE across all sectors, operating units, and countries where USAID operates. PSEMC provides technical assistance and capacity building to USAID Missions, Bureaus, and Independent Offices in support of PSE.
About The Position
Dexis is seeking a short-term Artificial Intelligence (AI) for Global Health consultant to support the Center for Innovation and Impact (CII) in the front office of the U.S. Agency for International Development (USAID) Bureau for Global Health. CII catalyzes USAID’s work by applying expertise in market access, innovative finance, and digital health and driving new approaches to health challenges. CII’s technical expertise draws on practices from the private sector and open innovation.
The Consultant will work directly with CII to support the development, operationalization and iterative refinement of an AI for Global Health (AI4GH) strategic approach for USAID. The Consultant may also be responsible for driving strategic thinking and approaches specifically around Generative AI (GenAI) for Global Health. Responsibilities and anticipated deliverables are described in the section below. This is a short-term, remote consultancy with an expected duration of approximately six (6) months, with an immediate start date. Anticipated Level of Effort (LOE) will not exceed 960 hours. Dexis anticipates occasional need for full-time (e.g., 40 hours/week) support, with slower periods as well. As such, the Consultant should expect and be available for occasional surge needs.
Responsibilities
- Develop, operationalize, and iteratively refine the Bureau for Global Health’s AI for Global Health (AI4GH) approach
- Advance and document understanding of various USAID geographic and technical offices’ interests and needs related the use of AI, and especially Generative AI to meet programmatic needs
- Develop an AI4GH research agenda, including collaboratively identifying research goals, methods, and metrics
- Support AI4GH partnership and coordination internally, such as within the Bureau for Global Health and with partner bureaus including CIO and ITR, with USAID country and regional partners, and with external stakeholders, including those from the private sector, as needed
- Develop technical resources to support USAID workforce AI4GH capacity, including case studies, how-to briefs, and presentations for internal and external groups
- Support GenAI4GH use case testing for internal USAID and programmatic needs, including problem identification, GenAI suitability and responsible AI review, and providing support to use case piloting, documentation, and evaluation
- Draft presentations, talking points, and other materials to advance the AI4GH portfolio
- Provide technical assistance as needed to support ongoing AI4GH activities
- Participate in CII and/or other meetings as needed
- Other tasks as assigned
Qualifications
- Bachelor’s Degree with 5 years of relevant experience, or Master’s Degree with 3 or more years of experience.
- Familiarity with USAID’s digital health policies, and the relationship between country digital health maturity and AI readiness
- Experience with or exposure to Responsible AI principles and awareness of recent developments in global AI policy governance
- Experience working in a matrixed organization or team with stakeholders operating in different country contexts, and ability to proactively manage up and down organizational hierarchies
- Experience collaborating with others to understand, assess and distill technical information in a clear and compelling manner
- Ability to think critically and provide feedback on overall readability of materials for both technical and lay audiences
- Strong interpersonal skills with the ability to build relationships and communicate effectively with people of varied professional, cultural, and educational backgrounds.
- Demonstrated ability to work independently to meet time-sensitive deadlines
- High level of proficiency in Microsoft Office and/or the Google Suite, particularly Excel/Sheets, PowerPoint/Slides and Word/Docs.
Preferred
- Familiarity with industry standards relevant to AI use in global health, including health information standards, cybersecurity and privacy paradigms, and sociotechnical dimensions of AI
- Experience overseeing, developing, managing, researching and/or using relevant aspects of AI, data science, applied machine learning, large language models, generative AI,ethics, and/or digital health in domestic or global health contexts
- Prior experience working with USAID or USAID partners on digital health activities
