JOB SUMMARY
The Data Classification Officer aims to enhance data management and security within the Texas Facilities Commission. By implementing robust guidelines, labeling standards, and risk assessment integration, the project will ensure compliance with client guidelines, meet audit standards, and improve overall data-handling practices.
Provide expertise in data classification projects to work with stakeholders and guide them in creating proper data management policies and procedures. This project will include working to label existing data in various repositories and a framework for managing new data as it is created.
ESSENTIAL DUTIES
Data Management (80%)
Data Classification Guidelines:
- Objective: Develop comprehensive guidelines for classifying data across various TFC resources.
- Tasks:
- Define criteria for labeling data (e.g., confidential, sensitive, public, or protected).
- Provide best practices for consistent classification.
- This should finish with an auditable process for tracking and classifying various agency data types.
M365 Tenant Labeling Standards:
- Objective: Implement consistent labeling standards within the M365 environment.
- Tasks:
- Configure M365 labels based on data sensitivity levels.
- Ensure that documents, emails, and other content are appropriately tagged.
Data Loss Prevention (DLP) Policies:
- Objective: Configure DLP policies to prevent unauthorized data leakage.
- Tasks:
- Specify rules for identifying and protecting sensitive information.
- Align DLP policies with data classification criteria while leveraging our existing Microsoft Purview implementation.
Documentation and Knowledge Transfer:
- Objective: Create detailed documentation and educate stakeholders.
- Tasks:
- Develop comprehensive documentation outlining the data classification framework, guidelines, and procedures.
- Conduct knowledge transfer sessions to ensure stakeholders understand data handling practices.
- Provide a repeatable framework the agency can follow to classify and track new data within the organization.
Data Ownership Assignment:
- Objective: Identify data owners and define roles.
- Tasks:
- Assign data owners for each resource (drives, applications, cloud services).
- Define responsibilities for provisioning and protection based on data classifications.
Risk Assessment Integration:
- Objective: Link data classification to risk assessments.
- Tasks:
- Integrate data classification criteria into risk assessment processes.
- Establish appropriate security controls based on data sensitivity.
- Ensure compliance with TAC § 202 requirements.
• Establishes an agency data management program using the Texas Department of Information
Resources (DIR) frameworks.
• Establishes an agency data governance program by identifying the agency’s data assets, exercising authority and management over those assets, and establishing related processes and procedures.
• Conducts data maturity assessments and data governance as required by client rules.
• Creates and enforces policies for effective data management.
• Formulates management techniques for quality data collection to ensure data adequacy, accuracy, and legitimacy.
Devises and implements efficient and secure data management and analysis procedures with attention to all technical aspects, coordinating with the Chief Data Officer as required.
• Monitors and ensures all relevant federal and state reporting requirements are met, accurately and certified on time.
• Establishes an agency data governance program by identifying the agency’s data assets, exercising authority and management over those assets, and establishing related processes and procedures.
• Coordinates a committee of stakeholders and data owners to define data further
management requirements.
• Classifies data on any information resources technology project initiation, including application development projects, and determines appropriate data security and applicable retention requirements for each classification.
• Coordinates with the Information Security Officer and the Texas State Library and Archives Commission by implementing best practices for managing and securing data by state privacy laws and data privacy classifications.
• Ensures the agency’s records management programs apply to all types of data storage media.
• Increases awareness of and outreach for the agency’s records management programs within the agency and conducts a data maturity assessment of the agency’s data governance program under the requirements established by department rule.
• Promotes the sharing of information between state agencies, including customer
information.
• Reduces information collection costs incurred by this state.
• Assists the department in developing and managing a data portal for state agencies.
• Ensures at least three high-value data sets are posted on the Texas Open Data Portal.
Project Management (10%)
• Assists PMO and others in the development and execution of projects relating to data management.
• Identifies needed resources and assigns individual responsibilities.
• Prepares for and coordinates engagement reviews and quality assurance procedures.
• Manages day-to-day operational aspects of data management projects and scopes.
• Ensures project documents are complete, current, and stored appropriately.
ADDITIONAL DUTIES
Participation & Support (10%)
• Maintains awareness of current practices and future trends in domain-specific IT
infrastructure technology and best practices.
• Represents IT Solutions and participates in the campus community by serving on working
Groups and project teams
• Performs other duties as requested.
EDUCATION :
No degree required; bachelor's preferred
EXPERIENCE
Microsoft Purview & Data Loss Prevention experience
Experience in data management, classification, and privacy.
Familiar with TAC 202, Texas Data Management Framework, and DAMA International's Data Management Body of Knowledge (DAMA-DMBOK).
