What We Are Looking For:
The State of Michigan is looking for a new Chief Privacy Officer. As a member of the Michigan Center for Data and Analytics (MCDA), this individual will work at the forefront of evidence-based decision making in state government and report directly to Michigan's chief data officer. As the state's lead privacy official, this new position will be responsible for directing a statewide privacy program and overseeing legal compliance across MCDA projects. The privacy officer will work closely with internal and external state partners, supporting projects that turn data into actionable information to solve problems and directly inform senior management in Michigan state government.
Main Responsibilities Of The Position
- Oversee the development of privacy-related rules and policy across the State of Michigan.
- Design and establish a statewide privacy program, including data privacy training for all state staff.
- Monitor the execution of data privacy plans and frameworks across state departments and agencies.
- Ensure MCDA compliance with applicable federal and state privacy laws, as they relate to programs, research, and activities within the Center.
- Champion and execute strategic objectives and initiatives in alignment with statewide, department, and center mission, vision, and values.
- Establish data sharing policies and rules to ensure that MCDA projects are in compliance with applicable federal and state statues.
Ideal Candidate Profile:
- Possession of Juris Doctorate degree from an accredited law school. Certification by the International Association of Privacy Professionals is preferred.
- Minimum of 5 years of legal practice in state or federal executive or judicial branches of government in areas such as health law, employment law and public assistance law. Experience related to data privacy, data protection laws, information technology, information security, and/or legal ethics is desirable.
- Broad understanding of federal and state privacy laws, such as the Health Insurance Portability and Accountability Act, Family Education Rights and Privacy Act, Criminal Justice Information Services, and private sector privacy laws at the state level.
- Experience building and maintaining relationships with partners both inside and outside of the public sector. Strong history of successfully developing data sharing agreements across public sector agencies and stakeholder groups.
- Excellent verbal and written communication skills, including the ability to explain complex privacy concepts to non-technical audiences. Ability to communicate and advocate for new ideas across a large and diverse governance organization.
Position Location/Remote Office:
The office location is Lansing, MI. This position offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week. The State of Michigan is not able to offer employment to out of-state applicants that do not plan to relocate.

Required Education And Experience
Education
Required: Possession of a bachelor's degree in any major.
Preferred: Possession of Juris Doctorate degree from an accredited law school. Certification by the International Association of Privacy Professionals is preferred.
Experience
Required: Two years of experience as a professional manager or program/staff specialist, or equivalent experience.

Alternate Education And Experience
Education level typically acquired through completion of high school and three years of safety and regulatory or law enforcement experience at the 14 level; or, two years of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements
