Headquarters United States Special Operations Command (HQ USSOCOM) is located on MacDill AFB,
Tampa, Florida. Broadly, USSOCOM synchronizes the planning of special operations and provides
special operations forces to support persistent, networked, and distributed geographic combatant
commands’ operations in order to protect and advance our Nation’s interests. USSOCOM requires a
technical leader with executive leadership experience and ties to industry to engage with industry on
cutting-edge technology to identify capabilities and partnership opportunities available to support current and future transformation requirements (i.e. Cloud technology, Multi-Domain solutions, Contested and Congested communication solutions, etc.) Individual will also engage at the highest levels (DoD and Service CIOs, Defense Information Service Agency, etc.) and with Service Components and Theater Special Operation Commands to address their requirements. This Highly Qualified Expert (HQE) position will assist the USSOCOM Commander in implementing the SOF digital transformation strategy.
Responsibilities:
The CTO of the United States Special Operations Command (USSOCOM) CIO/J6 is responsible for developing, coordinating, synchronizing, and supporting the vision and implementation of technology strategies across USSOCOM. The CTO is aware of and understands emerging technologies, provides technical leadership where they can be leveraged, and informs potential uses/impacts to the enterprise, operations, and mission – to maintain a technological edge in areas such as communications, intelligence, surveillance, reconnaissance (ISR), cybersecurity, and other critical operational capabilities.
The CTO:
1. In a Senior Advisor capacity, (Non-Supervisory) works closely with the CIO/J6 Division Chiefs to execute and achieve the CIO/J6’s priorities, intent, and objectives.
2. Coordinates and synchronizes technical efforts across USSOCOM Components, TSOCs, Acquisition, Technology, and Logistics (AT&L), Chief Data & Artificial Intelligence Office (CDAO), and Staff (J-DIRs) to execute processes, inform resourcing, and set conditions that posture the Command for the future.
3. Builds partnerships with Combatant Commands, Services, and Agencies across the Department of Defense (DoD) to gain transparency of efforts, opportunities to align priorities, and ensure integration/value of the Joint SOF force and our capabilities.
Key Focus Areas:
- Technology Strategy and Planning: Assist in coordinating and synchronizing the develop and execution of technology roadmaps that supports the command's strategic objectives, achieve a system of systems integrated architecture, and include modernization and innovation to meet future challenges.
- Enterprise Visibility: Provides visibility across the Command’s technology platforms, systems, and initiatives to provide robust situational awareness and support decision-making processes at all levels of the command, including operations and the presentation of Joint SOF capability to the Joint Force.
- Support to Operations, Exercises, Experimentation, and Modernization: Coordinate and synchronize technical efforts across the Command to support the use of advanced technologies in operations, exercises, and experimentation to drive modernization efforts. This involves synchronizing new capabilities in realistic scenarios to assess their effectiveness and adaptability for SOF operations.
- Partnerships and Collaboration: In coordination with key stakeholders across the Directorate and Command engage with industry, academia, and other government agencies to foster collaboration and accelerate shared understanding and potential adoption of advanced technologies.
- Cybersecurity, Zero Trust, and Information Assurance: Support the CIO/J6 Divisions and key stakeholders to ensure the technology solutions and systems are secure, resilient against cyber threats, and adhere to a zero-trust security model, which is critical for the success of SOF missions.
- Innovation and R&D Support: Gain visibility (AT&L, Components, TSOCs, & CC/S/As) and support the exploration and integration of cutting-edge technologies such as artificial intelligence (AI), machine learning, advanced data analytics, autonomous systems, and other next-generation capabilities while providing perspective on the potential impact and challenges in the current enterprise.
OTHER SIGNIFICANT FACTS:
The incumbent must be able to obtain and maintain a Top Secret/Sensitive Compartmented
Information (SCI) security clearance.
Incumbent is required to file a Confidential Financial Disclosure Report (OGE: 450) and Conflict of
Interest Statement, prior to entering the position, annually and upon termination of employment in
accordance with MEMORANDUM FOR DEPARTMENT OF DEFENSE DESIGNATED AGENCY
ETHICS OFFICIAL SUBJECT: Superseding of Certain Sections of Chapter 7 of DoD 5500.7-R, the
Joint Ethics Regulation dated August 1, 2006.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the
Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a
clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
The incumbent will be required to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
Temporary Duty (TDY) will be required. Incumbent may be required to travel by military and/or
commercial aircraft in the performance of assigned tasks.
This is a temporary position established to meet the intent of the duties and responsibilities of a Highly Qualified Expert.
